A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA AUTHORIZING THE
CITY MANAGER TO EXPEND FUNDS IN THE AMOUNT OF
TEN THOUSAND DOLLARS($10,000.00)FOR THE CITY OF
OPA-LOCKA BLACK HISTORY MONTH CELEBRATION;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Opa-locka in recognition of Black History Month plans to
implement and sponsor various activities in celebration of Black History Month; and.
WHEREAS, the City of Opa-locka will expend Ten Thousand Dollars($10,000.00)
toward the recreation and activity celebrations of Black History Month sponsored by the City
of Opa-locka Parks and Recreation Department; and
WHEREAS, the Parks and Recreation Department will sponsor such activities as:
Financial Seminar;Black History Celebration and Food Eating Contest;Improving Health in
the Black Community; Bridging the Gap: Seniors and Youth; Stomp the Yard Step Show;
and Intercity Flag Football Game:
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA-LOCKA:
Section 1. The recitals to the preamble are hereby incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby directs and
authorizes the City Manager to expend funds in an amount not to exceed Ten Thousand
Dollars(10,000.00)in support of a"Black History Month"celebration payable,from account
No. 72-572480 Promotional Activities.

Section 3. This resolution shall take effect immediately upon adoption.

Request: APPROVAL OF A RESOLUTION AUTHO ING THE CITY
MANAGER TO EXPEND FUNDS IN THE MOUNT FIVE THOUSAND
DOLLARS AND ZERO CENTS ($10,000.0 ) FOR THE CITY OF OPA-
LOCKA 2010 BLACK HISTORY MONTH CELEBRATION.
Description: The Parks and Recreation Department along with the Crime Prevention Program
have planned and implemented Black History Month celebrations within the past 3 years. These
events have been a success and have included such community favorites as the "Stomp the Yard"
Step Show, African Village, among others. .
Financial Impact:

Recommendation(s): Staff recommends approval
Analysis: Based on the demand for recreational and leisure activities, the Parks and Recreation
Department has launched it's "Its Starts In Parks" campaign to increase the number of residents
who visits our city parks, while creating awareness of the activities available for them and their
families. This event will provide the needed public relations and marketing piece that our
department needs to continue providing superior services to the residents.

The City of Opa-locka Crime Prevention Program along with Parks &Recreation is
proud to present this year's 2010 Black History Month Celebration. Below you will find
the events planned as well as the costs associate with that particular event.
Event: Building Wealth in the Black Family:
Date: Wednesday, February 3, 2010
Location: Sherbondy Park
Cost: $150.00
This event is an opportunity for parents to come out and learn ways to save and invest in
the future of their kids as well provide them with guidelines on how to successfully
endure the recession. The facilitator will be Mr. Al Reynolds from Florida Memorial
University Business Department.
Event: Back to your Roots
Date: Saturday, February 13, 2010
Location: Ingram Park Lakefront
Cost: $1,700.00
A community wide event, participants will revive food, musical and dramatic
entertainment, dance and other fun activities all day. The countries of Haiti, Cuba,
Brazil, as well as other Caribbean and Hispanic nations with African roots will be
represented at this event through food, dance, and music.
Event: Improving our Health in the Black Community
Date: Thursday, February 18, 2010
Location: Sherbondy Park
Cost: $350.00
This event is an opportunity for parents to come out and learn ways to keep their families
healthy though dieting and making small lifestyle changes to improve their lives. The
presenter will display and teach healthier ways to prepare different dishes without
sacrificing taste.
Event: "George Washington Carver" Flag Football Tournament
Date: Saturday, February 20, 2010
Location: Ingram Park
Cost: $750.00
A day of great competition will allow our city's residents to come together and rally
behind their flag football team while they compete against the neighboring cities and
their chosen teams for the title and trophy.
Event: Bridging the Gap Youth and Seniors
Date: Thursday, February 25, 2010
Location: Senior Citizen Building
Cost: $150.00
A day of pride and reflection, we will examine and discuss the importance of Opa-locka
throughout its 84 year old history as Senior Citizens give testimonials on the changes that
have taken place in their lifetimes as it relates to the struggle for equal rights within the
City of Opa-locka. There will be activities for local High Schools, Colleges and
Universities that will interact with seniors.
Event: 3rd Annual Stomp the Yard Step Show
Date: Saturday, February 27, 2010
Location: Sherbondy Park
Cost: $4,500.00
This will be the ending event for the Black History Month events, which is slated to be the
best. We plan for the whole community to be out for this event as historically Black
Fraternities and Sororities battle it out for a chance to win the number one spot and
bragging rights for years to come.
