HomeMy Public PortalAbout11-05-18 - Special Council MeetingMINUTES SPECIAL COUNCIL MEETING KEY BISCAYNE FLORIDA MONDAY NOVEMBER 5 2018 COUNCIL CHAMBER 560 CRANDON BOULEVARD 1 CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by the Mayor at 6 00 p m Present were Councilmembers Luis de la Cruz Gary R Gross Allison McCormick Brett G Moss Kathleen Petros and Vice Mayor Franklin H Caplan and Mayor Mayra P Lindsay Also present were Village Manager Andrea Agha Village Clerk Jennifer Medina and Village Attorney Stephen J Helfman 2 PLEDGE OF ALLEGIANCE The Mayor led the Pledge of Allegiance At this time the Mayor addressed the public regarding the purpose of the Special Council Meeting which is to discuss the Ultra Music Festival taking place at Virginia Key The Mayor allowed for public comments The following residents addressed the Council Robert Vernon (Virginia Key Advisory Board Member) 475 Ridgewood Road Michael Davey 50 Ocean Lane Drive Louisa Conway 151 Crandon Boulevard Ignacio Segurola, 881 Ocean Drive Jeffrey Gonzalez 575 Crandon Boulevard Ray Casa 1221 Brickell Avenue Diana Perez 2479 SW 13 Street Youssef Khamis 4020 Virginia Key Park Luis Lauredo 201 Crandon Boulevard Tony Winton 121 Crandon Boulevard James Sammataro 850 Harbor Drive Erik Rodriguez 201 Crandon Boulevard D Spencer Raymond 798 Crandon Boulevard Rosa de la Camara 550 Ocean Lane Drive and Drew Panahi 445 Grand Bay Drive 3 DISCUSSION REGARDING THE ULTRA MUSIC FESTIVAL There was extensive discussion by Council regarding the Village s strategy to accomplish relocating the Ultra Music Festival from Virginia Key and the long term strategy to prevent from these types of events to take place in the future The Manager addressed the Council regarding the Ultra Music Festival at Virginia Key November 5, 2018 At this time Police Chief Charles R. Press addressed the Council regarding the Ultra Music Festival's Method of Transportation (MOT) versus the National Marine Manufacturers Association (NMMA) Boat Show's MOT. The Mayor made a motion to direct the Manager to create the criteria to select a crisis management team for public relation purposes and to direct the Attorney to prepare notice letters to the City of Miami, Ultra Music Festival and Miami -Dade County regarding the Ultra Music Festival at Virginia Key. The motion was seconded by Vice Mayor Caplan and approved by a 7- 0 voice vote. The vote was as follows: Councilmembers de la Cruz, Gross, McCormick, Moss, Petros, Vice Mayor Caplan and Mayor Lindsay voting Yes. It was the consensus of Council to direct the Manager to contract a public relations (PR) firm, to expire on November 15, 2018. The Manager addressed the Council regarding the communication strategy plan and more specifically to hire a PR firm by Wednesday, November 7, 2018. At this time, it was the consensus of Council to direct the Attorney to draft a resolution to be attached to the notice letters to the City of Miami, Ultra Music Festival and Miami -Dade County. 4.
