(Corradino) in association with our subconsultant E Sciences, Incorporated (E Sciences) is pleased to submit this proposal to allow E Sciences to provide continuing on -call arborist and landscape inspection services to the Village of Key Biscayne (Village). All services in the attached proposal from E Sciences will be performed by E Sciences. As you are aware, E Sciences began providing on -call arborist services in accordance with their previously submitted proposal (#2-1027-PO1), which was approved by the Village Manager on June 1, 2017 and authorized by you on June 25, 2017. Ms. de Varona authorized an additional month via email on July 28, 2017. PROPOSED SCOPE OF SERVICES The attached proposal from E Sciences includes time and materials to provide the following primary and as -needed secondary tasks. Primary Tasks: Monthly inspections and reports for the _36 "Village -Maintained Green Areas" as identified on the "Village of Key Biscayne Village -Wide Landscape Plan. This includes site visits (approximately two full field days) and time to prepare and submit reports. Secondary Tasks: One additional eight -hour day is budgeted for additional on -call services, including, but not limited to: • Tree assessments for trees outside of the regularly -inspected landscape areas. • Review and provide feedback on the documents such as the Village's draft Landscape Ordinance and draft tree pruning contract document. • Landscape inspection of new Village plantings in accordance with the latest edition of the Florida Grades and Standards for Nursery Plants and the Village and Miami -Dade County codes. • Landscape inspection of private (commercial/residential) plantings in accordance with the latest edition of the Florida Grades and Standards for Nursery Plants and the Miami -Dade County code. • Review of landscape plans. • Code compliance support, including inspections of tree abuse. • Representation of the Village in special magistrate or other proceedings related to tree abuse or other arboricultural issues. 4055 NW 97TH AVENUE • SUITE 200 • MIAMI, FL 33178 TEL 800.887.5551 • 305.594.0735 FAX 305.594.0755 WWW,CORRADINO.COM • Assistance with code revisions, grant writing or pubic outreach efforts. • Meetings with Village staff, commission, etc. SUBCONSULTANTS The below listed Subconsultants will perform all of the Work under this proposal. COMPENSATION Our subconsultant, E Sciences, shall perform the work detailed in this and the attached proposal for a Not -To - Exceed Fee of Fifty -Two Thousand, Four Hundred and Ninety -Nine dollars and zero cents ($52,499.0©). The Village shall not be liable for any fee, cost, expense or reimbursable expense or other compensation beyond this amount. If additional funds to complete ongoing projects, or if unforeseen conditions should require services beyond the scope of services or budget allocation described herein, Corradino and/or E Sciences will notify you of additional costs necessary to complete the project, prior to proceeding further. PERSONNEL Charges will be made at the following rates for staff time spent in administration, consultation or meetings related to the project, field inspection and evaluation, review and analysis of field and laboratory data, travel time, report preparation and review, etc.. Preparation and time spent for expert testimony will be charged at 1.5 times the standard rates. EXPENSES Rate Per Hour $190.00 $190.00 $175.00 $145.00 $120.00 $110.00 $95.00 $85.00 $110.00 $80.00 $75.00 $65.00 $45.00 $50.00 1) Direct non -salary expenses incurred by the project and not applicable to general overhead will be invoiced at our cost multiplied by 1.15. Examples of direct expenses include project supplies, travel and lodging. 2) Automobiles used on projects will be charged at a mileage rate of $0.75 per mile. 3) Disposal of Hazardous Waste samples - Samples of waste will be disposed by permitted methods on behalf of the client, after a determination is made that the waste is defined by RCRA to be hazardous. Due to the requirements of some hazardous assessments, disposal and invoicing of incurred expenses may take place after invoicing of the originally contracted work. This cost, if incurred, is not included in the project budget or in the laboratory testing fee schedule. C. SUBCONTRACTS 1) Subcontract services outside E Sciences, Incorporated (if required) will be invoiced at our cost multiplied by 1.15. D. ESCALATION FOR MULTI -YEAR CONTRACTS 1) Escalation rates will apply one year after the effective date of the contract. 2) The escalation labor rate will be 3% per category per year. 3) The mileage rate will be adjusted annually at an amount of 17.5 cents per mile above the Internal Revenue Service optional standard mileage rate.
