Description: Comprehensive planning is a process that determines community goals and
aspirations in terms of community development. The outcome of
comprehensive planning is the Comprehensive Plan which dictates public
policy in terms of transportation, utilities, land use, recreation, and housing.
Comprehensive plans require a first step process which includes the
preparation of an Evaluation and Appraisal Report (EAR) and the
Comprehensive Plan amendments.
In 2007, the City of Opa-locka ("City") hired Florida International University
("FIU") to prepare its Evaluation and Appraisal Report (EAR) and to assist
with the Comprehensive Plan Amendments. The Local Planning Agency
(South Florida Regional Planning Council) has reviewed the Evaluation and
Appraisal Report. The City Commission, after considering the review
agency's comments approved and adopted the revised 2007 EAR and
authorized the transmittal of the EAR to the South Florida Regional Planning
Council for sufficiency review in accordance with Section 163.3191 and Rule
9J-11.009.

Background
I Background
Established in 1997, the Florida International University's Metropolitan Center
(FIU/MC) is an urban think tank and applied research center committed to
providing reliable, accurate, and timely information to local decision makers as
they seek to forge solutions to urban problems. In its years of existence, the
FIU/MC has produced an important body of work that has served as the foundation
for major policy changes, large-scale development plans, and the initiation of new
programs in Miami-Dade.
The Center's approach to conducting Evaluation and Appraisal Reports(EAR)is to
consider the unique needs of individual communities while adhering to recognized
methodologies for research design, data analysis, and reporting. We work closely
with each of our clients to create a process that engages stakeholders and fosters
public support. Our goal is to guide municipalities through the EAR process and
provide a foundation that will yield amendments that are comprehensive and ready
for implementation.
