A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE
CITY MANAGER TO APPLY FOR FY 2010 /FY 2011
FEDERAL JOB ACCESS REVERSE COMMUTE (JARC)
FUNDING AND FURTHER ENTER INTO AN
INTERLOCAL AGREEMENT WITH SOUTH FLORIDA
REGIONAL TRANSIT AUTHORITY (SFRTA) FOR
OPERATION OF A BUS SHUTTLE SERVICE ( SOUTH
ROUTE OF LOCAL CIRCULATOR SYSTEM) AND
PROVIDE MATCHING FUNDS IN SUPPORT OF THE
OPERATING COSTS OF THE BUS SHUTTLE;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Opa-locka has performed a study to develop two-potential bus
routes (south/north) and recommends proposed routes to meet the transit needs for a bus-shuttle
service to serve the City; and
WHEREAS, the City of Opa-locka has identified two funding sources for assistance in
its operation of the bus-shuttle service, Job Access Reverse Commute (JARC) and the South
Florida Regional Transportation Authority (SFRTA); and
WHEREAS, through an interlocal agreement with the City, the South Florida Regional
Transportation Authority (SFRTA) will jointly apply for funding the South route ;and
WHEREAS, the City of Opa-locka will apply for Job Access Reverse Commute (JARC)
for the North route; and
WHEREAS, the proposed annual operating costs for the routes is $554,125.00 and the
city is eligible to receive grant funding through the Job Access Reverse Commute (JARC) and
the South Florida Regional Transportation Authority (SFRTA); and
WHEREAS, the city will independently apply for funding to JARC for operating costs
of the north route.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City agrees to apply to JARC for funding and enter into an interlocal
agreement with the South Florida Regional Transportation for funding and operating the bus shuttle
service. The projected annual operating cost for both routes is $554,125.00, with JARC contributing
50% of overall cost, and the City providing matching funds in support of the operating costs of the
bus shuttle.
Section 3. This resolution shall take effect immediately upon adoption.

Request: APPROVAL OF A RESOLUTION TO AUTHORIZE THE CITY

AUTHORITY (SFRTA) FOR OPERATION OF A BUS SHUTTLE SERVICE (
SOUTH ROUTE OF LOCAL CIRCULATOR SYSTEM)
Description: The City of Opa-locka, through grant funding from Miami Dade County
MPO has embarked on a Transit/Circulator study. The study has developed two potential
routes (south route, north route) to meet the underserved transit needs of the city. Two
potential funding sources for assistance in operating the circulator have been identified; the
Job Access Reverse Commute (JARC) and the South Florida Regional Transportation
Authority (SFRTA). The JARC program was established to address the unique
transportation challenges faced by welfare recipients and low-income persons seeking to
obtain and maintain employment. The SFRTA has an obligation to connect riders to tri-rail
within Miami —Dade County. Through an interlocal agreement the SFRTA will jointly apply
for this funding for the south route. The city will individually apply for JARC funding for the
north route.
Financial Impact: Successful applications from JARC will grant the city a maximum of
$185,900 for the south route and $91,163 for the north route. SFRTA will contribute an
additional$92,950 toward operating the south route.
Implementation Time Line: Deadline for submitting an application to JARC is February
19, 2010.
Recommendation(s):
Staff recommends approval.
Analysis: The annual operating cost of the circulator is a projected $554,125 for both
routes. Contributions from JARC can be maximized at $277,063.00. This is fifty percent
(50%) of the overall operating costs. A successful pilot circulator will position the City for
future funding opportunity such as FDOT Transit System Development grant or other
Federal Transit Administration (FTA) funding which may be available.

PROPOSED DRAFT AGREEMENT
General agreement terms between South Florida Regional Transportation Authority(SFRTA)and the City
of Opa-Locka for shuttle operations
• The SFRTA will apply for FY 2008 AND FY 2009 Federal Job Access Reverse Commute (JARC)
funds
• Contingent upon the awarding of JARC funding, and SFRTA Board approval,the SFRTA will
operate the "south route"as identified in alternative 3B in the city of Opa-Locka's shuttle bus
study
o Weekday service (13 hours/Day) (6AM to 7PM)
• The shuttle bus service will be operated under the existing SFRTA Shuttle Bus contract
• The City of Opa-Locka will match 25 percent ($93,000) of the total annual route cost for two
consecutive years($186,000)
• The shuttle branding costs(wrapping the shuttles)will be split between the City of Opa-Locka
and SFRTA
o Branding must include both City of Opa-Locka and Tri-Rail logos
o Branding must receive SFRTA Board approval
• SFRTA will commit to this service as a demonstration for a period of not less than two years
o One year extensions may be executed if mutually desired by SFRTA and City of Opa-
Locka
o Beyond 2 years, annual route funding will be split 50/50 between SFRTA and the City of
Opa-Locka
