A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING
THE CONSOLIDATED PLAN AND THE 2010-2011 ANNUAL ACTION PLAN
FUNDING ALLOCATIONS FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT
AND HOME PROGRAMS '
WHEREAS, in order to receive Community Development Block Grant (CDBG)
and HOME Program funds, the Department of Housing and Urban Development (HUD)
requires cities to submit a Consolidated Plan which serves as a planning document, an
application for federal funds, a strategy to be followed in carrying out CDBG and HOME
funded activities and a basis for assessing performance; and
WHEREAS, in an effort to comply with HUD fair housing requirements, the City
conducted an analysis to identify impediments to fair housing choice, and completed a
fair housing action plan, which describes actions the City wilf take to overcome and/or
mitigate impediments to fair housing; and
WHEREAS, the City expects to have $2,000,000 in CDBG funds and $671,127
in HOME funds available for Fiscal Year 2010-2011, to carry out goals set in the City's
Consolidated Plan; and
WHEREAS, the City of Lynwood's Community Development Block Grant
Advisory Board Commission has conducted the required Public Hearings to obtain
citizen input on the draft Consolidated Plan (FY 2010-2011); and
WHEREAS, the Lynwood City Council has reviewed the draft Consolidated P1an
and actions to affirmatively further fair housing and taken into consideration public
comments/input relating to Lynwood's community development and housing needs.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
DOES HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The Lynwood City Council approves the Consolidated Plan (2010-
2015), which includes the annual action plan for fiscal year 2010-11 and actions to
further fair housing and any amendments made at the April 20, 2010, City Council
meeting. . ~
Section 2. The Lynwood City Council approves the following allocations and
activities for fiscal year 2010-2011, with the use of CDBG and HOME program funds as
listed below:

Section 3. This Resolution authorizes the required subrnittal of the
Consolidated 5-Year Plan (FY 2010-2015); Analysis of Impediments to Fair Housing
Choice; Consolidated Annual Action Plan FY 2010-2011 and CDBG and HOME funding
applications and certifications to the U.S. Department of Housing and Urban
Development (HUD).
Section 4. This Resolution shall become effective immediately upon its
adoption.
