Board of Assessors
Minutes of Meeting of February 8, 2011
A regular meeting of the Board of Assessors was held on February 8, 2011 in the first floor
conference room at Town Hall. A Notice of Meeting was duly posted. The meeting commenced
at 5:20 p.m. In attendance were John Palmer, John Duffy, and Mary Jo LaFreniere, all the
members of the Board. Also in attendance was Robert Bushway, Principal Assessor. John
Palmer presided and John Duffy kept the minutes.
The minutes of the meeting of January 25, 2011 were approved.
The Board reviewed, approved, and signed a Bills Payable Warrant in the amount of $247.26.
The Board reviewed, approved, and signed a Title V Warrant and Commitment for 164 East
Main Street in the amount of $18,000.
The Board reviewed, approved, and signed Motor Vehicle Warrants and Commitments for 2010
number 7 in the amount of $16,589.07 and 2011 number 1 in the amount of $1,655,117.50.
The Board reviewed, approved, and signed a revised 61B Lien for property R15-8-A. Town
Clerk Ann Click joined the meeting at 5:30 p.m. witnessed the signatures, and notarized the
document. Mrs. Click left the meeting at 5:35 p.m.
The Board voted unanimously to set the Overlay Account requirement for FY2012 at $400,000.
The Board voted unanimously to declare surplus and release $251,596.29 from the Overlay
Account as follows:
From FY 2001 $ 1596.01
From FY 2003 $ .28
From FY 2004 $ 15,000.00
From FY 2005 $ 15,000.00
From FY 2008 $ 15,000.00
From FY 2009 $ 50,000.00
From FY 2010 $155,000.00
The Board reviewed and discussed the recent Supreme Court Decision in the matter of Boston
Gas Company vs. The Board of Assessors of Boston as it might relate to Hopkinton.
The Board reviewed Tax Abatement Applications and voted to approve 5 applications and to
deny 10 applications. All votes were unanimous.
The Board reviewed and voted unanimously to approve two Community Preservation Surtax
exemption applications.
Mr. Palmer discussed with the Board his recent conversation with the Town Manager regarding
several appropriation request format possibilities for the Board’s financial needs for the FY2013
revaluation program.
Mr. Bushway discussed with the Board a taxpayer’s concerns regarding property valuation
pertaining to his tax bill. It was agreed that no further action need be taken by Mr. Bushway at
this time in this matter.
The next meeting was scheduled for March 1, 2011 at 5:15 p.m.
The meeting adjourned at 7:05 p.m.
