Sponsored by: City Manager Resolution No. 10- 8021 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA AUTHORIZING THE CITY MANAGER TO APPLY FOR HOPE VI MAIN STREET GRANT FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT REQUESTING FUNDS IN THE AMOUNT UP TO ONE MILLION DOLLARS ($1,000,000.00); PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Opa-locka desires to secure a Hope VI Main Street Grant from the Department of Housing And Urban Development in the amount of One Million Dollars ($1,000,000.00); and WHEREAS,the Hope VI Main Street Grant provides grants to small communities to assist in the rejuvenation of historic,traditional,central business district,and/or Main Street areas by replacing unused commercial space with affordable housing units; and WHEREAS, the Applicants must provide matching funds or in-kind services in the amount of five(5)percent of the requested grant amount from sources other than HUD Hope VI funds; and WHEREAS, the Hope VI Main Street Grant from the Department of Housing and Urban Development will allow the City of Opa-locka to address abandoned properties. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA: Section 1. The recitals to the preamble hereby incorporated by reference. Section 2. The City Commission of the City of Opa-locka hereby authorizes the City Resolution No. 10- 8021 Manager to apply for the Hope VI Main Street Grant from the Department of Housing and Urban Development in the amount of One Million Dollar ($1,000,000.00), and to expend matching funds of 5%. Description: The Hope VI Main Street Program is to provide grants to small communities to assist in the rejuvenation of an historic or traditional central business district or "Main Street" area by replacing unused commercial space in buildings with affordable housing units. The objectives of the program are to (1) Redevelop Main Street areas; (2) Preserve historic or traditional architecture or design features in Main Street areas; (3) Enhance economic development efforts in Main Street areas; and (4) Provide affordable housing in Main Street areas. Financial Impact: Yes, applicants must provide matching funds or in-kind services in the amount of five (5) percent of the requested grant amount from sources other than HUD HOPE VI funds. Implementation Time Line: Immediately. Legislative History: None Recommendation(s): Staff is recommending the approval of the Resolution authorizing the City Manager to submit a Request for Proposal in the amount of One Million dollars ($1,000,000)to the Department of Housing and Urban Development for rehabilitation and acquisition of unused properties in the City Main Street Area.
