Board of Assessors Minutes of Meeting held November 15, 2011
A regular meeting of the Board of Assessors was held on November 15, 2011 in
Conference Room 107 at the Town Hall. A Notice of Meeting was duly posted. The meeting commenced at 5:20 p.m. In attendance were John Duffy, Mary Jo Lafreniere and John Palmer, all the members of the Board. Also in attendance was Robert Bushway,
Principal Assessor, and Stephannie Bell-Chapin, a Hopkinton High School student
fulfilling a course requirement. John Duffy presided and John Palmer kept the minutes.
The Board approved the minutes of the regular meeting held on November 1, 2011 and the special meeting held on November 4, 2011.
The Board reviewed and signed a Release of Tax Lien on the Abbott farm property
formerly classified as Agricultural Land under Chapter 61A. The signatures were notarized.
Mr. Bushway provided a proposed FY 2013 Assessors Department budget for review and
discussion. The Board approved the budget but recommended that comment be made of
the fact that the expense portion of the budget is being cut by 26% to accommodate an automatic salary step increase for a departmental employee.
Mr. Bushway reported that the “Financial Team” was still working on the recapitulation
package for FY 2012 and anticipated its resolution later in the week. The Board set a
meeting for Friday afternoon to review the package. Mr. Bushway provided a “dry run” of the presentation to be made at the Selectmen’s Tax
Classification Hearing scheduled for 7:00 p.m. this evening.
The Board voted to reconsider and deny an exemption previously approved under Cl. 17D for a certain taxpayer. The Board thereupon approved an exemption under Cl. 22a for this same taxpayer. The Board reviewed and approved the following additional
exemptions:
Cl. 41C – 2
CPA – 1 Stephannie Bell-Chapin was not present during consideration of the exemption matters.
The next meetings of the Board were scheduled for November 18, 2011 at 2:00 p.m. and
for November 30, 2011 at 5:15 p.m.
The meeting adjourned at 6:50 p.m.
