Board of Assessors
Minutes of Meeting of March 18, 2011
A regular meeting of the Board of Assessors was held on March 18, 2011 in the first floor conference
room at Town Hall. A Notice of Meeting was duly posted. The meeting commenced at 10:35 a.m. In
attendance were John Palmer, and Mary Jo LaFreniere, a majority of the Board. Also in attendance was
Robert Bushway, Principal Assessor and Jonathan Steinberg, Deputy Assessor. John Palmer presided
and Mr. Bushway kept the minutes.
The minutes of the meeting of March 1st were approved.
The Board reviewed, approved, and signed a Bills Payable Warrant in the amount of $83.36.
The Board reviewed, approved, and signed the February 2011 Monthly Report of Abatements and
Exemptions in the amount of $11,890.67.
The Board reviewed two Statutory Exemption Applications and two Community Preservation Surtax
Applications. All four applications were approved.
The Board reviewed four Tax Abatement Applications. After discussion and hearing recommendations by
Mr. Bushway and Mr. Steinberg, the Board voted to approve three applications and to deny one
application.
Mr. Palmer discussed two local options for personal exemptions that were the subject of a Department of
Revenue Bulletin; 2011-02B. Clauses 56 and 57 are real estate exemptions that were set forth by the
2010 Municipal Relief Act. Mr. Bushway was asked to draft a notice to Town Manager Norman Khumalo
to make him aware of these exemptions. This draft will be reviewed by the Board.
A discussion and review ensued regarding various tax impact graphs that Mr. Bushway has been working
on at the request of Town Manager Khumalo and Appropriations Committee Chair, Ron Eldridge.
Mr. Bushway informed the Board of a request from Police Chief Flannery asking assistance from New
England Laborer’s Training to continue to fund the lease on the police motorcycle. Mr. Bushway will send
a letter to James Merloni Jr., the Administrator at Laborer’s Training Trust Fund.
The next meeting was scheduled for April 5, 2011 at 5:15 p.m.
The meeting adjourned at 11:55 a.m.
