A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA LOCKA, FLORIDA, TO ADOPT THE "PARTNERSHIP-IN-
EDUCATION COMPACT" BETWEEN THE CITY OF OPA-
LOCKA AND THE MIAMI-DADE PUBLIC SCHOOLS TO
ESTABLISH THROUGH COLLABORATIVE EFFORT A PACT
THAT WILL ENCOMPASS AND FOCUS ON EDUCATIONAL
PROGRAMS, COMMUNITY INVOLVEMENT, SCHOOL SAFETY
ISSUES, ASSIST IN ADMINISTRATIVE ISSUES AND
COLLABORATE ON LEGISLATIVE AGENDA IN SUPPORT OF
EDUCATION; PROVIDING FOR RECITALS; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the adoption of the Partnership-In-Education Compact
between the City of Opa-locka, Florida and the Miami-Dade Public Schools will
establish a pact to strive for and promote excellence and relevance in education
in the community; and
WHEREAS, the City of Opa-locka and the Miami-Dade Public Schools,
through the Partnership-In-Education Compact, will collaborate in developing and
improving programs/projects, will focus on internship, mentoring, adult education,
tutorial/supplemental education, aviation programs, and legislative agendas; and
Whereas, the Partnership-in-Education Compact will support the School
Board and City Commission efforts in recruiting highly qualified teachers; and
WHEREAS, the City of Opa-locka, Florida, and the Miami-Dade Public
Schools, through the Partnership-In-Education Compact, will support School
Safety Issues; and

WHEREAS, the City of Opa-locka and the Miami-Dade Public Schools,
through the Partnership in Education Compact, will seek community volunteers
and local corporate participation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA:
Section 1. The recitals to the preamble are hereby incorporated by
reference.
Section 2. The City Commission of the City of Opa-locka, Florida
hereby authorizes the City Manager to create a Partnership-In-Education
Compact between Miami-Dade County Public Schools and the City of Opa-
Locka, to collaborate for the improvement in educational opportunities for the
residents of Opa-locka.
Section 3. This resolution shall take effect immediately upon adoption.

SUBJECT: AUTHORIZE THE CITY MANAGER TO FORM AN
EDUCATION COMPACT BETWEEN MIAMI-DADE
COUNTY PUBLIC SCHOOLS AND THE CITY OF OPA-
LOCKA
TO EDUCATE AND ENGAGE STAKEHOLDERS TO
PROMOTE MEANINGFUL RELATIONSHIPS
Following the blueprint established by the formation of the Education Compacts
between Miami-Dade County Public Schools (District), and other local general purpose
governments, the District and the City of Opa-locka (City), will now partner to bring
together each organization's collective resources for the greater benefit of the students
and the residents of the City of Opa-locka.
Located in north-central Miami-Dade County, the City of Opa-locka, established over 80
years ago, encompasses approximately 4.2 square miles. With a population of over
15,000, the City boasts one of the largest concentrations of African-Americans, making
up over 60 % of its population city wide, in addition to being home to the Opa-locka
Airport and businesses such as the world famous Cigarette Boat Racing Co, and the
first outdoor flea market in Miami-Dade County, the City also contains the largest
collection of Moorish architecture within the western hemisphere, 4 community and
neighborhood parks with over 20 acres of parks, and recreation space hosting a wide
variety of community activities.
In recognition of the proverbial adage It Takes a Village to Raise a Child, the
commitment of the City of Opa-locka is to raise academic achievement, and recognizing
the importance placed on education by the residents of the City of Opa-locka, the
District and City will seek to codify an Education Compact to build on existing programs
and innovative ideas which will enhance the lifelong educational opportunities for the
community. Therefore, this Compact will serve as a framework to engage the entire
Opa-locka family of stakeholders in the conversation about how to ensure the success
of our children through the creation of excellent educational opportunities.
The Education Compact will encompass programs and/or projects that can be enriched,
expedited, or better realized through collaborative efforts. The following items represent
a list of programs and/or projects that the Compact will focus on.
Education Compact 2
Objectives of Improving Academic Programs
o Recommendation to MDCPS: The District will ensure that all schools within the
City of Opa-locka strive to achieve at least an accountability grade of B by the
2010-2011 school year
o Recommendation to MDCPS: The District will explore the placement of
additional specialized academic programs in schools which serve the City, such
as Magnet programs.
o Recommendation to MDCPS: The District will explore the establishment of a
community school program within a school that serves the City.
o The City of Opa-locka will support students by working with the District to
develop internship/mentorship programs, and encouraging its business
community to do the same, in accordance with the Superintendent's
Secondary Reform Initiative.
- The City has worked to establish a partnership with local business
owners to support the internship/mentorship operated through the
Office of the Mayor and Commission in collaboration with the Parks
and Recreation Department.
- Recommendation to MDCPS: The District will ensure that the
administrative infrastructure is in place to support this
internship/mentorship program by the conclusion of the 2009/2010
School Year.
- In order to promote local business participation in this program the
City of Opa-locka will explore the establishment of an occupational
license discount for qualified businesses that participate in the
internship/mentorship program.
o Recommendation to MDCPS: The District will work with the City to deliver
tutorial programs and other supplemental educational programs to benefit the
residents of the City.
- The City will explore partnering with the District to expand existing
tutorial programs provided through the City's after school programs.
- The City will work to establish a volunteer mentor program
comprised of City employees and local residents in working with the
Youth Crime Prevention Division within the City's Department of
Parks and Recreation.

o Recommendation to MDCPS: The District will explore the feasibility of
developing a program of enhanced adult and technical education offerings in the
evening at elementary schools within the City, which may include programs
offering training in nursing, and other emerging industries with the goal of
reducing the rate of joblessness and enhancing the skills of the City's workforce.
These programs could also be offered at churches or municipal buildings given
the fact that the City of Opa-locka lacks high or middle schools within its
boundaries.
1. The City's Department of Community Development exists to create
and administer programs that benefit low to moderate income
individuals. This department will seek to leverage funding and
resources with MDCPS and maximize the benefit that this "compact"
offers through potential grants as well as public/private partnerships.
We will explore programs targeted towards the following factors:
Recommended Benchmarks
• Graduation Rate (High School)
• Improved GPA
• Increase in college bound students
• Increase in apprenticeship with area businesses
• Decrease in crime rate amongst adolescents
• Decrease in teen pregnancy
• Improved attendance rates
o Recommendation to MDCPS: The City and the District will jointly explore the
feasibility of expanding the District's aviation training program to facilities located
at the Opa-Locka Airport.
• The City, District, and Florida Memorial University will work together
to expand the Aviation training program.
Coordination of Infrastructure and Administrative Planning Efforts
Recommendation to MDCPS: The District will provide clear and timely information to
the City regarding possible school construction, modifications, improvements, and
impacts to attendance boundaries.
• The City would like to improve the lines of communication
regarding schools in this district.

o The District will assist the City with the implementation of the Child Murder Youth
Violence Initiative, which calls for the formation of a local collaborative that works
to deliver and strengthen prevention/intervention programs such as Miami
Partnership for Action in Communities Task Force (MPACT) and the City of Opa-
locka Alternative to Outdoor Suspension Program in our Youth Crime Prevention
Division.
o The City and the District will explore joint-use and planning of schools, parks,
recreation centers and future land use.
o The City will work with the District to expand opportunities for grant-writing
partnerships to provide innovative educational program opportunities for Opa-
locka youth.
o The City will work with the District, through its Parks and Recreation
Department, to design and deliver recreational programming for youth that
recognizes academic performance as a priority in a child's life.
o The City will support District marketing efforts by distributing information
regarding District programs, sponsoring specific marketing initiatives through its
business partners, supporting school events, providing an education link on the
City's web site, and other activities as authorized by the City.
o Explore specific opportunities each year that the City hosts that can be supported
by the District. The City will also explore a Community Kick-off event for the
Educational Compact once the action steps and benchmarks are completed (i.e.
Food Festival Ingram Park)
o The District and the City will identify opportunities for cooperation on
administrative issues to gain economies of scale in areas such as staff
training, emergency planning, transportation and procurement.
School Safety Issues
o The District and City will identify a Police Liaison officer from each of the
respective police departments to ensure a coordinated approach on issues
related to youth, crime prevention, and other relevant safety and area schools.
The Opa-locka Police Department (Community Empowerment
Team) will work in joint partnership with the Miami-Dade County
Public Schools Police Department.
o The District, through the Miami-Dade Schools Police Department, will establish a
mutual-aid agreement with the City of Opa-locka Police Department.

o The City and the District will work together to deliver an adequate level of police-
related services to ensure safety issues are addressed at each school facility in
recognition of the fact that the City has a moderate to high crime rate which
places a strain on the resources of the City's Police Department.
• The City and the District will establish a School Security Plan that
incorporates the following:
• Staffing levels from the City and the School Board Police.
• Traffic Safety Concerns
• Truancy Issues
• Gang Initiatives
• The School Security plan will establish meaningful
recommendations regarding a consistent approach to safety issues
in and around schools in the City of Opa-locka.
• The School Security Plan should be completed no later than June
2010. Recommendations from the plan shall be submitted to both
the City of Opa-locka and the Miami Dade School Board for
consideration and implementation.
o The City and the District will work together to support the efforts of the City's
School Crossing Guard programs by educating parents and students about
issues such as pedestrian and bicycle safety.
• The City will pursue greater support for Pedestrian and Bicycle
Safety initiatives through participation in the City sponsored in —
class instruction program.
• It is also recommended that each school designate a liaison for our
School Crossing Guard program to address pedestrian safety
concerns.
Community Involvement
o The City will partner with local community groups such as the North Dade
Chamber of Commerce, to develop an Opa-locka City Commission Education
Roundtable and/or Education Business Forum to host regular meetings on
educational issues with various community and business leaders and District
staff, to foster support of the City's schools.

• The City will establish and host quarterly Education Roundtable
Meetings and the District will partner with the City at each
Roundtable meeting.
• The Roundtable meeting will be established and functional no later
than the start of the 2010/2011 School Year and will have the
primary function of finding community and business partners to work
towards improving City of Opa-locka Schools and enhancing the
skills of the City's workforce.
• The City will work with local universities (Florida Memorial, Miami
Dade North, and St. Thomas University) to secure their partnership
in activities in support of the initiatives expressed in this compact.
o The District will focus on the specific needs of Opa-locka parents by partnering
with the City, governmental and quasi-governmental, community-based
organizations, and local faith-based organizations to develop a city-based model
of The Parent Academy which will capitalize on some of the unique resources
available in the City of Opa-locka.
• THE DISTRICT WILL ESTABLISH A TIMETABLE FOR
ESTABLISHING THIS GROUP AS WELL AS AN ANTICIPATED
MEETING SCHEDULE.
• The City will collaborate with the District to foster local business
support for educational programs, including employee programs
to encourage parent participation in schools.
o The District and City will collaborate to establish an active PTA in each school
located in the City and increase parental involvement in area schools.
o The City and the District will work together, and with other community based
organizations, to develop appropriate after-school programs, particularly at the
middle school level, utilizing both District and City facilities and resources as
appropriate.
- District to work with City Parks and Recreation department to capitalize on
existing after school programs and expand activities and opportunities for
middle school aged children and older.
o The City and District will explore the feasibility of incorporating an M-DCPS
Parent Resource Center into a future City owned community center.
- District staff will collaborate with City Parks and Recreation regarding
needs for space, usage and timing of this operation to ensure the

availability of the proper facilities in the Sherbondy Park City Community
Center Project.
In addition to the items identified above, the Education Compact envisions collaboration
on legislative agendas in support of public education, regular briefings of the School
Board and City Commission, and the recruiting of high quality teachers.
The adoption of this Education Compact between the City of Opa-locka and the District
establishes a pact to continually strive to promote excellence and relevance in
education in the City's schools and community at large by joining forces for the greater
benefit of both the students and the citizens of Opa-locka.
Final Recommendation to MDCPS: That The School Board of Miami-Dade County,
Florida authorizes the Superintendent to form
an Education Compact between Miami-Dade
County Public Schools and the City of Opa-
locka.
