Stadium Boulevard; Rezoning. Application filed by Ameren UE, property owner, Mark Jordan, authorized representative, to rezone 1.93 acres from RS-2 Low Density Residential to C-0 Office Commercial. The property is located on the north side of West Stadium Boulevard 1000 feet southeast of West Edgewood Drive and is described as part of the Northwest Quarter of Section 14, Township 44 North, Range 12 West, Jefferson City, Cole County, Missouri. (Central Missouri Professional Services, Consultant) Mr. Barron described the proposal and explained that this request is for a rezoning of the Ameren UE Substation in order to accommodate a parking area on the property that would support a building expansion for the adjacent JCMG medical campus. He stated that the Comprehensive Plan Development Plan map identifies this property as being intended for commercial use. Mr. Barron explained that the proposed rezoning would be a continuation of the commercial development trend in the area, would support the adjacent JCMG Medical Campus by allowing for parking on the property, and is supported by the recommendations of the Comprehensive Plan. Mr. Mark Jordan, Real Estate Division Supervising Manager, AmerenUE, 101 Madison Street, spoke regarding this request and explained that AmerenUE agrees to grant an easement to JCMG to allow construction of a parking lot on AmerenUE property. Mr. Brian McMillian, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding this request and explained that as the JCMG site exists today the number of parking spaces is less than what the code requires. He stated that this is based on a detailed study of what their actual usage is and what they feel provides for their customers. Mr. McMillian explained that the additional parking required for the new addition was calculated based on what the code requires. Stadium Boulevard spoke in favor of this request. Mr. Thomas Minihan, 1618 St. Mary's Boulevard, voiced concerns of allowing commercial businesses to go in once the property is zoned to commercial. No correspondence was received. Mr. Barron gave the Planning Division staff report. Mr. Stacey moved and Ms. Cotten seconded to recommend approval of the request to rezone the property from RS-2 to C-O to the City Council.
