AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING,
AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF
THE CITY OF JEFFERSON, BY REZONING 1.93 ACRES FROM RS-2 LOW
DENSITY RESIDENTIAL TO C-O OFFICE COMMERCIAL, FOR LAND
ADDRESSED AS 1247 WEST STADIUM BOULEVARD, DESCRIBED AS PART
OF THE NORTHWEST CORNER OF SECTION 14 TOWNSHIP 44 NORTH,
RANGE 12 WEST, JEFFERSON CITY, COLE COUNTY, MISSOURI.
WHEREAS, It appears that the procedures set forth in the zoning code relating
to zoning have in all matters been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. The following described real estate is rezoned from RS-2 Low
Density Residential to C-O Office Commercial:
Part of the Northwest Quarter of Section 14, Township 44 North, Range
12 West, in the City of Jefferson, Cole County Missouri, more particularly
described as follows: From the Northeast corner of the Northwest Quarter
of said Section 14; thence S05°34'36"E, along the Quarter Section line,
1222.19 feet to a point on the northerly right-of-way line of WEST
STADIUM BOULEVARD; thence northwesterly, along said northerly right-
of-way line of WEST STADIUM BOULEVARD, on a curve to the right
having a radius of 2242.00 feet, an are distance of 404.93 feet, (the chord
of said curve being N54 010'32"W, 404.38 feet), to the POINT OF
BEGINNING for this description; thence continuing along said northerly
right-of-way line of WEST STADIUM BOULEVARD, northwesterly, on a
curve to the right having a radius of 2242.00 feet, an arc distance of
265.94 feet, (the chord of said curve being N45°36'12"W, 265.78 feet) to
the most westerly corner of a tract of land as recorded in Book 360, page
992, Cole County Recorder's Office; thence leaving said northerly right-of-
way line of WEST STADIUM BOULEVARD, N34 012'09"E, along the
boundary of said tract in Book 360, page 992, 310.00 feet; thence
S52°05'33"E, along the boundary of said tract in Book 360, page 992, and
the southeasterly extension thereof, 275.63 feet; thence S03 001'46"E,
12.94 feet; thence S37 054'27"W, 329.61 feet to the POINT OF
BEGINNING. Containing in all 89,415.39 sq. ft. (2.05 acres).

Case No. P11008 — 1247 W. Stadium Boulevard; Rezoning. Application filed by Ameren UE,
property owner, Mark Jordan, authorized representative, to rezone 1.93 acres from RS-2 Low
Density Residential to C-0 Office Commercial. The property is located on the north side of West
Stadium Boulevard 1000 feet southeast of West Edgewood Drive and is described as part of the
Northwest Quarter of Section 14, Township 44 North, Range 12 West, Jefferson City, Cole
County, Missouri. (Central Missouri Professional Services, Consultant)
Mr. Barron described the proposal and explained that this request is for a rezoning of the Ameren
UE Substation in order to accommodate a parking area on the property that would support a
building expansion for the adjacent JCMG medical campus. He stated that the Comprehensive Plan
Development Plan map identifies this property as being intended for commercial use. Mr. Barron
explained that the proposed rezoning would be a continuation of the commercial development trend
in the area, would support the adjacent JCMG Medical Campus by allowing for parking on the
property, and is supported by the recommendations of the Comprehensive Plan.
Mr. Mark Jordan, Real Estate Division Supervising Manager, AmerenUE, 101 Madison Street,
spoke regarding this request and explained that AmerenUE agrees to grant an easement to JCMG
to allow construction of a parking lot on AmerenUE property.
Mr. Brian McMillian, Central Missouri Professional Services, 2500 E. McCarty Street, spoke
regarding this request and explained that as the JCMG site exists today the number of parking
spaces is less than what the code requires. He stated that this is based on a detailed study of what
their actual usage is and what they feel provides for their customers. Mr. McMillian explained that
the additional parking required for the new addition was calculated based on what the code
requires.

Mr. Lyle Rosburg, Chief Financial Officer, Jefferson City Medical Group, 1241 W. Stadium
Boulevard spoke in favor of this request.
Mr. Thomas Minihan, 1618 St. Mary's Boulevard, voiced concerns of allowing commercial
businesses to go in once the property is zoned to commercial.
No correspondence was received.
Mr. Barron gave the Planning Division staff report.
Mr. Stacey moved and Ms. Cotten seconded to recommend approval of the request to rezone the
property from RS-2 to C-O to the City Council. The motion passed 8-0 with the following votes:
Aye: Cotten, Deeken, George, Jordan, Lester, Mihalevich, Nunn, Stacey
Chairman Robinett called for a 10 minute recess at 6:55 p.m. The meeting reconvened at 7:05
