AUTHORIZING EXCEL ENVIRONMENTAL RESOURCES, INC.
TO APPLY FOR GRANT FUNDING
'VHEREAS, the State of New Jersey Department of Environmental Protection through
the Hazardous Discharge Site Remediation Fund, has grant funds available to
municipalities for the purpose of funding preliminary assessments, site investigations
and/or remedial investigations to determine the existence or extent of hazardous
substance discharge conditions on properties; and
'VHEREAS, the Borough of Carteret wishes to conduct a preliminary assessment, site
investigation, and/or remedial investigations with respect to the properties, commonly
known as Block 11.1, Lot 16, commonly known as 15 Sharot Street; Block 9.3, Lot 21;
Block 10, Lots 8, 9, 10, 12, 13, 14, 15, 16, 17, 18, 19; 20,21; and Block 11.1, Lots 8,10,
11, 12, 13,14,28; and
'VHEREAS, Excel Environmental Resources, Inc. is qualified to prepare and submit said
application for such ftmding.
WHEREAS, the Borough of Carteret intends to acquire the properties through voluntary
conveyance or other means provided by law;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Conncil of the Borough
of Carteret, Connty of Middlesex and State of New Jersey as follows:
1. Excel Environmental Resources, Inc. is hereby authorized and directed to
apply for grant funding in order to conduct preliminary assessments, site
investigation, and/or remedial investigations for the above-described parcel.
2. The Mayor and other appropriate Borough Officials are authorized to
execute any and all documents necessary in order to apply for the aforesaid
grant.
3. In the event that funding is approved pursuant to a grant issued in favor of
the Borough of Carteret, Excel Environmental Resources, Inc. is hereby
authorized and directed to implement preliminary assessments, site
investigation, and/or remedial investigations for the above described parcel,
with payment for the aforesaid services to be made to Excel Environmental
Resources, Inc. from the aforesaid grant ftmds in accordance with the
contract to be approved by the Mayor and Council of the Borough of
Carteret and the New Jersey Department of Environmental Protection.
4. The above property is part of a comprehensive redevelopment plan whic,h
provides a realistic opportunity for the redevelopment of the same within
three years following completion ofthe remediation.
