AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING,
AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE
CITY OF JEFFERSON, BY REZONING 11.3 ACRES FROM RS-2 LOW DENSITY
RESIDENTIAL TO C-2 GENERAL COMMERCIAL, FOR LAND ADDRESSED AS 2033
CHRISTY DRIVE AND 2117 CHRISTY DRIVE, DESCRIBED AS PART OF THE
NORTHWEST QUARTER OF THE SOUTHWEST QUARTER AND PART OF THE
SOUTHWEST QUARTER OF THE NORTHWEST QUARTER OF SECTION 24,
TOWNSHIP 44 NORTH, RANGE 12 WEST, JEFFERSON CITY, COLE COUNTY,
MISSOURI.
WHEREAS, It appears that the procedures set forth in the zoning code relating to
zoning have in all matters been complied with.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:

Residential to C-2 General Commercial: Part of the Northwest Quarter of the Southwest

application filed by Riley Brothers LLC, property owner of 2033 Christy Drive, Kevin Riley,
authorized representative, and Esther Strobel and Irene Knernschield, property owners of 2117
Christy Drive, to rezone 11.3 acres from RS-2 Low Density Residential to C-2 General
Commercial. The property is located on the east side of Christy Drive one-half mile south of Ellis
Boulevard and is described as Part of the Northwest Quarter of the Southwest Quarter and part of
the Southwest Quarter of the Northwest Quarter of Section 24, Township 44 North, Range 12
West, Jefferson City, Cole County, Missouri. (Central Missouri Professional Services,
Consultant)
Mr. Barron described the proposal and explained that this request is for a rezoning of land
adjacent to Riley Chevrolet in order to accommodate an expansion of the vehicle sales business.
He stated that the request involves the remainder of the Riley property and a portion of the
neighboring Knernschield/Strobel property that is intended to be purchased by Riley Brothers LLC.
Mr. Barron explained that the proposed rezoning would be a continuation of the commercial
development trend along Christy Drive and is supported by the recommendations of the
Comprehensive Plan. He stated that an administrative parcel division has been submitted to divide
the Strobel/Knernschield property in order to allow for the transfer to Riley Brothers, LLC,
Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding
this request. Mr. Bates distributed the following visuals: (1) outline of the property to be rezoned; (2)
preliminary layout of the Riley property; and (3) conceptual sketch of the Riley Auto Plaza. He
explained that the Riley Toyota/Scion dealership located previously on Missouri Boulevard is being
relocated to the subject property. Mr. Bates stated that the GM facility will receive a total upgrade
and expansion.

Mr. Barron gave the Planning Division staff report.
Mr. Stacey moved and Mr. George seconded to recommend approval to rezone the property from
RS-2 to C-2, to the City Council. The motion passed 8-0 with the following votes:

b) The area along Christy Drive has continuously developed in a commercial zoning
character. This zoning would fit the trend and compliment the use of the Riley
Chevrolet Dealership.
c) The community will benefit economically from development of a new car
dealership.
d) The 1996 Comprehensive plan identifies the area as undeveloped. The proposal
would meet plan intent of an updated comprehensive plan.
e) The proposed zoning is compatible with the zoning and uses of properties in the
surrounding areas.
f) All public facilities are readily available at this location.
g) The project is not anticipated to require a site specific traffic impact study.
It) The location of the development is well served by the existing and proposed street
network.
