Zoning Commission and City Council an Amended Final PUD Plan for the above
described property.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
SECTION 1. The Amended Final PUD Plan submitted by Central Missouri Professional
Services, Consultant, and on file as Case No. P11011 in the Jefferson City Planning Division is
hereby approved for the above land referenced herein.
SECTION 2. Permitted uses shall be limited to offices and post-secondary education.
SECTION 3. Signage shall be in accordance with the requirements of the C-1 district.

SECTION 4. Common Areas and Public Land. No common areas are proposed and no
lands are dedicated to public use with this PUD Plan.
SECTION 5. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

Case No. P11011 — 3515 Amazonas Drive and 210 and 216 El Mercado Plaza; Amended
Final PUD Plan. Application filed by BRM 2002 LLC, property owner, Gerard Rockers,
authorized representative, for an amendment to the Final PUD Plan to operate a post secondary
educational facility. The property is located on the south side of Amazonas Drive at El Mercado
Plaza and is described as part of the Southeast Quarter of Section 4, Township 44 North, Range
12 West, and part of lot 6 of El Mercado Development, Section One, Jefferson City, Missouri.

Mr. Barron described the proposal and explained that the applicant is requesting approval of an
amended Final PUD Plan in order to allow for the use of the existing buildings at 3515 Amazonas
Drive and 210 El Mercado Plaza for a post-secondary educational facility. He stated that the
parking requirement for a post-secondary educational facility is one space for every 200 square feet
of gross floor area, resulting in a code requirement of approximately 130 spaces. Mr. Barron
explained that actual parking demand, based on vehicle counts at the education facilities current
location, is identified by the applicant as 105 parking spaces.
Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regarding
this request. Mr. Bates distributed a visual showing the layout of the subject property. He explained
that additional parking could be added in the event future enrollment would dictate such a change.
Mr. Bates stated that the nature of the uses and the hours of operation will be compatible with the
neighborhood. He stated that much of the surrounding property to the north was rezoned from PUD
to C-1 Neighborhood Commercial.
No one spoke in opposition to this request and no correspondence was received.
Mr. Barron gave the Planning Division staff report.

The owner, BRM, proposes to modify the use of the existing facilities at the above
referenced location for use as a post secondary educational facility. These adult
educational facilities have two (2) sessions during the weekday. The day session is from
8:00 a.m. to 2:30 p.m. Traditionally, enrollment is approximately 120 students for this
session. There are six staff during the day session that would normally arrive at the site
no earlier than 7:30 a.m. The evening session is from 3:00 p.m. to 7:30 p.m. The
staggered start allows for students to clear the site prior to the arrival of the evening
session students. Traditionally enrollment for the evening session is 70 students. There
are three staff members present in the evening.
The school is currently operating in Jefferson City and the average daily parking count is
approximately 105. The site currently has 130 parking spaces available with the potential
of adding additional parking on the site. In addition the current and/or proposed use of
216 El Mercado would allow for the lease of additional space if the need arises in the
future.
Signing will be in accordance with the City's recently amended sign ordinance. There
are no plans to modify the foot print of the buildings or the exterior at this time.

Nature of Request
Amended PUD Plan: The applicant is requesting approval of an amended Final PUD Plan in order to allow
for the use of the existing buildings at 3515 Amazonas Drive and 210 El Mercado Plaza for post secondary
education. The proposed educational facility has a typical peak enrollment of 120 students. The only land use
identified in the original PUD plan was offices. No site improvements are being proposed. The use of the
building at 216 El Mercado would remain as office.
Zoning History
The original PUD plan for the property was approved by the Planning and Zoning Commission on November
12, 1992.
Location
The subject property is located on the southeastern corner of the intersection of Amazonas Drive and El
Mercado Plaza. Adjacent zoning and and use is as follows:

Staff Analysis
Parking: The parking requirement for a post secondary education facility is one space for every 200 square feet
of gross floor area, resulting in a code requirement of approximately 130 spaces. Actual parking demand,
based on vehicle counts at the education facilities current location,is identified by the applicant as 105 parking
spaces. 130 parking spaces are available on the site.
Permitted Uses: Currently,the permitted use of the property is limited to offices. The applicant is proposing to
add Post Secondary Educational Facility as a permitted use.
Building Design: No exterior building modifications are proposed.
Signs: Signage is proposed to conform with the current sign code.
Staff Recommendation
Staff recommend approval of the proposed amendment to the Final PUD Plan. A post secondary education
facility of this size would be compatible with the commercial nature of the area.
Form of Motion
1. Motion for approval of the proposed Final PUD Plan amendment with the following conditions:
a. Permitted uses of the property shall be limited to offices and post secondary educational
facilities.
b. Signage shall be in accordance with requirements for properties zoned C-1.
