MINUTES
NOVEMBER 6, 1979
INITIATION
CALL TO ORDER:
Mayor Dennis called the regular meeting of the City
order at 7:32 p,m. on Tuesday, November 6, 1979, in
Chamber of the City Hall.

5, CONSENT CALENDAR:
Items A, B -2, and H were removed from the Consent Calendar. On motion
by Councilman Tyrell, seconded by Councilman Atkins items B -1, B -3
through G, and I and J were approved as recommended.
B, RECOMMENDATIONS FROM PARKING COMMISSION - Meeting of October 17
(1) PARKING COMMISSION RESPONSIBILITIES
Referred recommendations from the Parking Commission relating to
the responsibilities of the Commission to a Study Session
November 19, 1979.
(3) RENEWAL OF AGREEMENT TO CROSS PEDESTRIAN MALL NO. 4 -
Gwendolyn Harris, 96592 Las Tunas Drive
Renewed agreement to cross over pedestrian mall 4 from November
1, 1979 through October 31, 198.0, subject to the required
•certificate of insurance.
C. ACCEPTANCE OF SANITARY SEWERS: TRACT NO. 35986 -
9704 -9710 LONGDEN AVENUE
Accepted the Sanitary Sewers for Tract No. 35986, released the
Sanitary Sewer Agreement and Faithful Performance Bond in the
amount of $10,000.
D. STREET LIGHTING CONVERSION SERVICE AGREEMENT:
Approved Street Lighting Conversion Service Agreement with Southern
California Edison Company to convert existing Edison owned street
lighting system from mercury vapor- to high pressure sodium as an
energy conservation measure, and authorized the Mayor and City Clerk
to sign
E, PLANNING COMMISSION ACTION
Received and filed memorandum of action taken by the Planning
Commission at their regular metering held October 23, 1979.

F. ACCEPT BID: CITY VEHICLE
Accepted. the low bid from El Monte Ford for City Manager Station
Wagon and authorized purchase,

CONSENT ITEM A: APPROVAL OF MINUTES - Regular Meeting of October 16, 1979
Councilman Atkins requested the minutes of the October 16, 1979
meeting be corrected to reflect that he had requested the City Attorney
to prepare an appropriate ordinance requiring realtors to remove "For
Sale" signs after the sale of real property, Councilman Atkins moved
to approve the minutes as corrected, seconded by Councilman Tyrell and
carried,
CONSENT ITEM B(2): CUSTOMER PARKING - HOLIDAY SEASON
Councilman Gillanders stated he agrees with the Parking Commission
recommendation for full time parking enforcement during the holiday
season, however-, he feels that posting 2 -hour parking limits at the
unposted sections of lots 3, 2B, and 4 will divert. the vehicles to
on- street parking in the residential areas and he would prefer to
consider this matter at the November 19 Study Session,
Councilman Tyrell moved to continue the matter to the November 19
Study Session, seconded by Councilman Gillanders and carried.
CONSENT ITEM H: REQUEST TO ATTEND PARKS & RECREATION ADM'INISTRATOR'S
INSTITUTE
Councilman Tyrell moved to approve the attendance to subject conference
for Director of Parks and Recreation, to include an additional $50
expenditure, appropriate additional funds in the amount of $50 and
amend the adopted budget accordingly, seconded by Councilman Atkins
and carried.

RECESS TO CRA:
City Council recessed at 7 42 p,m, to meet as the Community. Redevelopment
Agency, all members being present; approved the minutes of the regular
meeting held October 16, 1979; requested the City to advance funds in the
amount of $30,184068 for bond premium payment. The minutes are set forth
in full in the records of the Agency.
CONVENE AS CITY COUNCIL:

ACTION ON REQUEST BY CRA:
Councilman Tyrell moved to approve request from Temple City Community
Redevelopment Agency for advance of funds in the amount of $30,184068
in order to meet bond premium payment to the fiscal agent, seconded
by Councilman Atkins and carried.
9'o MATTERS FROM CITY OFFICIALS:
A, Proposed Ordinance re: Building Permits for Re- roofing
Councilman Atkins moved to continue the matter to the November 19
Study Session, stating there would be a great many problems if permit
requirements were eliminated.
Councilman Tyrell stated he would like to see the ordinance adopted
as soon as possible, feeling a delay would be a problem with the
rainy season almost upon us,
Councilman Gillanders stated he had interviewed 28 residents in his
immediate neighborhood, 25 of whom had recently re- roofed and only
two had gotten permits, He had made an inspection and felt there was
nothing wrong with the roofs and agreed with Councilman Tyrell that
Council should take action immediately with the rains coming.
Councilman Tyrell moved to instruct the building officials not to
require building permits for individuals and contractors for roofing
or re- roofing a single family dwelling, all other sections of Chapter
32 to continue to apply, seconded by Councilman Gillanders and
carried on a roll call vote:

ABSTAIN: Councilmen- Atkins
Bo Specialized Equipment for Sheriff's Department Use
City Council received a memo advising that pursuant co Sheriff's
Department request, the City has made available four portable stop
signs with bases, and a set of jumper cables, The Department had
also requested an aluminum sectional 12 ft, ladder, which would be
stored in the large metal storage shed at the rear of the Fire
Station.
Councilman Tyrell moved that because of safety reasons, a wooden
ladder be provided, seconded by Councilman Dennis and carried.
C, Councilman Gillanders stated because the City may be facing
some long term problems he would propose some informal meetings,
with newspapers and public invited, to discuss some general topics.
Councilman Tyrell agreed and moved to adjourn to a meeting to be
held November 13,.1979, 7 :30 pom, at the home of Councilman Gillanders
4831 Ryland Avenue, meeting to end approximately 10 p.m., seconded
by Councilman Gillanders and carried.

10. ADJOURNMENT:
Councilman Tyrell_moved to adjourn the November 13, 1979 meeting,..
to a Study Session to be held at the City Hall, Monday, November 19,
7:30 p.m., seconded by Councilman Gillanders and carried. Meeting
ended at 8 p.m, Next regular meeting of the City Council will be
:held Tuesday, November 20, 1979, 7:30 p.m. in the Council Chamber
of the City Hall.
