A detailed description is required in section 3. City would go to a single stream large cart system (96 gal.) with carts that have micro-chips for measuring how each household is recycling and to measure the percentage participation rate versus the aggregate percentage of recycling. The contractor's trucks would be outfitted with arms that have scales and could collect the data necessary to implement a RecycleBank or Recycle & Win program. The data from the chips in the carts would also assist the city staff on targeting educational information geographically to increase participation. This would include the new recycling volume and participation as compared to the previous program’s recycling volume and participation. The city will track recycling participation overall through the chips in the carts from the reports from the contractors based on the new scales and tracking device. Describe your public education plan and outreach for the project, if applicable. Please include the cost of outreach over the project timeline. City would advertise the new recycling program on city's website, government channel, facebook and twitter. In addition, the city would include information about the program on the back of the city utility bills and would provide updated refrigerator magnates with information about the cans and recycling incentive programs that are tracked with the new cans. City will contract with a recycling marketing firm to improve recycling participation. Will you be using a third party contractor for public outreach? If so, please identify contractor in "Additional Info" section below. Contractor will provide the updated recycling program magnates. City will contract with a CVP (Curbside Value Partnership) to assist at a CVP Basic Partnership level program to boost participation rates.
