Mr. King of the Water and Sewer Authority discussed the possibility of the Town of Surfside being served by the new line at some future date. After ratification of the proposed Contract by the council of Bay Harbor Islands on motion of Miss Gray, seconded by Mr. Beatty and voted the Contract was ratified by Bal Harbour. The neeting was adjourned at 8:40 P.M. Attest: Village Clerk Mayor October 15, 1979 COUNCIL MINUTES October 30, 1979 The council of Bal Harbour Village met Tuesday, October 30, 1979, at 9:30 A. M. in the Village Hall. Present: Messrs Beatty, Krez, Printup and Taplin Absent: Miss Gray Also present were Fred W. Maley, Village Manager, Mary T. Wetterer, Village Clerk; and Alan S. Gold, Village Attorney. On motion of Mr. Krez, seconded by Mr. Taplin, and voted the minutes of meetings and public hearings of September 24, September 25, September 27, October 2, and October 15, 1979 were approved as submitted. Mr. Maley reported that we had readvertized for bids for the village hall addition. Mr. Maley and Mr. Knight, architect, opened the bids which were as follows: C. A. Davis, $186,000; Kennedy and Sons, $174,500, MET Construction, $197,887. These were the same three contractors that had bid the job on September 21, 1979. (Mr. Beatty arrived at 9:40 A.M.) After discussion it was moved by Mr. Taplin, seconded by Mr. Beatty and voted that Mr. Maley should contact the owners of some of the projects which the low bidder had done and a special meeting would be held on November 6,1979 to award the contract. Mr. Maley said that the Comprehensive Master Plan has been returned from the printers. He advised the council that the only change from the plan submitted at the public hearing on June 26, 1979 and the two hearings on the Land Use portion was under Parks, which states that parks will be developed as land becomes available. On motion of Mr. Beatty, seconded by Mr. Krez and voted, the Master Plan was adopted. The Village Manager explained that Mr. Dunaway's contract proposal for the interior decoration of the village hall addition was reduced to $32,000. He said he has met with Mr. Dunaway twice and that the work will cost $39,000 in order to conform with the rest of the building. It was moved by Mr. Taplin, seconded by Mr. Beatty and voted that the contract be raised to $39,000. Mr. Gold said that in reference to the settlement reached with the City of Miami Beach water rate case he would like to quote from Mr. Wanick's statement to the Sun Reporter that said "I think the City got robbed of more than one and a half million dollars." On the North Miami Beach case he reported that it has now been established that 45e per thousand gallons is the proper rate. Mr. Taplin asked if the excess money paid over the past years would be given back to the users. It was explained by Mr. Gold and Mr. Maley that there are capital projects facing us in the water system in the future when the line is brought over the causeway. It was moved by Mr. Beatty, seconded by Mr. Krez and voted that the council be furnished with a list of the holdings in the water escrow accounts. Mr. Irving Lewis and Mr. Grand from the Balmoral Apartments appeared regarding the rocks in the ocean left by the dredging. It was the council's decision to hire divers to inspect the area so we would know just what the situation calls for. On motion of Mr. Taplin, seconded by Mr. Beatty and voted, the Americana's request for use of the garage area for convention purposes from January 30th to February 4th, 1980 was granted. Applications for renewal of taxi permits were submitted for Morse Taxi and White Cabs. Chief Staubesand reported that the cabs now operating in Bal Harbour are only in fair condition, which was confirmed by some of the council- men. It was the council's opinion that permits should be witheld from those taxis that are not in excellent condition, and if necessary, another firm could be granted a Certificate of Public Convenience and Necessity at the proper time. It was moved by Mr. Taplin, seconded by Mr. Beatty and voted that only those cabs meeting our requirements within the next thirty days would be given permits. Mr. Maley said the County has called for bids for the 96th Street landscaping, with the job starting after the winter season. He reported that we and Surfside have put in the electrical conduit for future lighting. Also that the maintenance of the landscaping would be handled by the two towns. There will also be a sign at the west end of the median strip welcoming tourists to the two towns, sketches are being prepared now. Mr. Taplin gave Mr. Maley the names of two architects who have just completed entrance signs. The council also authorized changing our sign at the north end of the Village on Collins Avenue, which has been damaged. Mr. Beatty reported that Mayor Printup has been reelected to the Board of the Florida League of Cities representing the 14th District. He also called attention to an Ad for Bal Harbour in an airline flight magazine placed by our Department of Tourism. There being no further business on motion of Mr. Beatty, seconded by Mr. Taplin, the meeting was adjourned at 11:25 A. M. Attest: i Village Clerk Mayor October 30, 1979 COUNCIL MEETINGS November 6, 1979 A Special Meeting of the Bal Harbour Village Council was held Tuesday, November 6, 1979 at 9:30 A. M. in the Village Hall. Present: Messrs. Beatty, Krez, Printup and Miss Gray Absent: Mr. Taplin Also present were Fred Maley, Village Manager; and Mary Wetterer, Village Clerk. Mr. Maley reported that he had called Suffolk County, New York, where Mr. Kennedy, the low bidder on the village hall addition had done quite a bit of government work. After his conversation with the assistant county architect of Suffolk County and two other references he feels that Mr. Kennedy is capable of doing our work. He said that Mr. Desharnais, our Building Inspector, had checked the list of Mr. Kennedy's sub contractors and he is familiar with several of them. (Mr. Beatty arrived at 9:40 A. M.) It ws moved by Mr. Krez, seconded by Miss Gray and voted that the contract for the village hall addition be awarded to Kennedy and Sons in the amount of $174,500.00. Mr. Maley said that the hotels and some apartment tenants have been requesting tennis courts and that he had consulted with a tennis court expert who advised that tennis courts on the oceanfront were not practicable. However, this is the only place where the village could build them at this time. A survey revealed that there would be room on the private portion of the beach at the Beau Rivage and the Camelot Hall apartments. After further discussion on the approximate cost it was decided that Mr. Maley should negotitate with the two property owners to see if they would be willing to lease the land or grant an easement to the village for the construction of tennis courts.
