HomeMy Public PortalAbout10-8060 Bill Multi-Family Properties Sponsored by: City Manager RESOLUTION NO. 10-8060 A RESOLUTION OF THE CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER TO BILL MULTI-FAMILY PROPERTIES RECENTLY CHANGED TO RESIDENTIAL FROM COMMERCIAL STATUS MONTHLY UNTIL OCTOBER 2010; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Opa-locka recently contracted with Choice Environmental for residential garbage collection and for supplying containers to all residential properties, up to four(4) units. WHEREAS, the multi-family properties, of four (4) units, were changed to residential, from commercial; and WHEREAS, the City is now responsible for billing those properties for garbage collection; and WHEREAS, for the current year Tax Bill, the City Commission of Opa-locka desires to authorizes the City Manager to bill the customers directly for six 6) months, commencing on April 1, 2010 through September 30, 2010; and WHEREAS, the City Commission of the City of Opa-locka recommends that the billing on the multi-family unit's garbage collection through the Property Appraiser's office begin with the Annual Tax Bill, effective October, 2010: NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA LOCKA, FLORIDA: Section 1. The recitals to the preamble are hereby incorporated by reference. Resolution No. 10-8060 Section 2. The City Commission of the City of Opa-locka, Florida, directs and authorizes the City Manager to bill customers in multi-family properties directly for garbage collection, commencing on April 1, 2010 through September 30, 2010. Thereafter, the fees for said garbage collection for these properties will be on the Annual Tax Bill, effective October, 2010.. Section 3. This resolution shall take effect immediately upon adoption. Description: The City recently contracted with Choice Environmental for residential garbage collection. This contract includes automated garbage collection and all residential customers were provided with green garbage bins. For ease of collection and consistency of garbage containment, the City will supply containers to residential properties up to four (4) units. These properties were previously considered commercial and utilized containers. However, Waste Management (the commercial waste hauler) has already picked up the containers from those properties. The City will now be responsible for billing these properties for garbage collection. Financial Impact: The current year fee is$472.00 or$39.34 per month per unit. Implementation Timeline: Beginning April 1, 2010 Legislative History: None Recommendation(s): Staff recommends approval. Analysis: The City of Opa-locka currently assesses single family homeowners the waste assessment on the annual tax bill. Multi family properties were considered commercial and contracted with Waste Management Inc to obtain a dumpster and schedule pick ups. Since two-, three-, and four-unit properties will now be considered residential, it is the City's responsibility to bill these customers. It is too late in the year to bill these properties on the current year tax bill. This fee will be on the tax bill beginning in October 2010. Until that time, the City will have to bill these customers directly. We will bill these properties directly for six months from April 1, 2010 thru September 30, 2010. The cost will be $39.34 per unit per month for twice weekly garbage collection. As you can see in the tables below, in some cases the customer will be seeing a savings.
