He also called attention to an Ad for Bal Harbour in an airline flight magazine placed by our Department of Tourism. There being no further business on motion of Mr. Beatty, seconded by Mr. Taplin, the meeting was adjourned at 11:25 A. M. Attest: Village Clerk Mayor October 30, 1979 COUNCIL MEETINGS November 6, 1979 A Special Meeting of the Bal Harbour Village Council was held Tuesday, November 6, 1979 at 9:30 A. M. in the Village Hall. Present: Messrs. Beatty, Krez, Printup and Miss Gray Absent: Mr. Taplin Also present were Fred Maley, Village Manager; and Mary Wetterer, Village Clerk. Mr. Maley reported that he had called Suffolk County, New York, where Mr. Kennedy, the low bidder on the village hall addition had done quite a bit of government work. After his conversation with the assistant county architect of Suffolk County and two other references he feels that Mr. Kennedy is capable of doing our work. He said that Mr. Desharnais, our Building Inspector, had checked the list of Mr. Kennedy's sub contractors and he is familiar with several of them. (Mr. Beatty arrived at 9:40 A. M.) It ws moved by Mr. Krez, seconded by Miss Gray and voted that the contract for the village hall addition be awarded to Kennedy and Sons in the amount of $174,500.00. Mr. Maley said that the hotels and some apartment tenants have been requesting tennis courts and that he had consulted with a tennis court expert who advised that tennis courts on the oceanfront were not practicable. However, this is the only place where the village could build them at this time. A survey revealed that there would be room on the private portion of the beach at the Beau Rivage and the Camelot Hall apartments. After further discussion on the approximate cost it was decided that Mr. Maley should negotitate with the two property owners to see if they would be willing to lease the land or grant an easement to the village for the construction of tennis courts. On motion of Mr. Beatty, seconded by Miss Gray the meeting was adjourned at 10:00 A. M. Novombcr 6, 1979 Attest: _41e' lrc cc'y. Village Clerk COUNCIL MINUTES November 27, 1979 Mayor November 6, 1979 The Council of Bat Harbour Village met Tuesday, November 27, 1979 at 9:30 A.M. in the Village Hall. Present: Messrs. Krez, Printup, Taplin and Miss Gray Absent: Mr. Beatty Also present were Fred W. Maley, Village Manager; Mary T.Wetterer, Village Clerk; and Alan S. Gold, Village Attorney. On motion of Mr. Krez, seconded by Mr. Taplin and voted the minutes of October 30, 1979 and November 6, 1979 were approved as submitted. Mayor Printup recognized Mr. Lemotto Smith, a resident of the Village, and presented a Proclamation and Key to the Village in honor of his 100th birthday on November 25, 1979. Mr. C. J. Villeneuve, Mr. Herbert Davis and the Council discussed in- vestment changes in the Bal Harbour Village Employee Passion Trust. It was moved by Mr. Taplin, seconded by Mr. Krez and voted that the pension holdings in Sears Roebuck Acceptance Corp., Crane Company, T. V. A. Power, General Motors, and the Federated Master Trust Note be sold to purchase 2,000 shares each of New York State Electric & Gas, Pennsylvania Power and Light Company, Public Service Company of Colorado and Allegheny Power Company and $75,000 in Bonds of the Pacific Telephone and Telegraph Company. Mr. Gold explained the Attorney General's opinion on our proposed beach regulations. He advised that all land seaward of Erosion Control Line is under State ownership and although Bal Harbour may pass laws regarding trash, lighting of fires, protection of the landscaping and the like, these may not be inconsistant with State Law or too restrictive for the public. Mr. Gold suggested that we make known that the beach is State land. It was moved by Mr. Taplin, seconded by Mr. Krez and voted that Mr. Gold and Mr. Maley contact the State to see if they would allow Public Facilities on the beach. Mr. Maley said it would be quite simple to install drinking fountains. Mr. Gold said that Motions had been filed by Miami Beach, Bal Harbour, and Bay Harbor Islands with the Circuit Court and the Dade County Water
