RESOLUTION NO. 10-8063
A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA, TO DIRECT
THE MANAGER TO FREEZE ALL NON-ESSENTIAL
SPENDING AS OF MAY 12, 2010 IN ANTICIPATION
OF LOWER REVENUE COLLECTIONS IN THE
COMING FISCAL YEAR; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Opa-locka anticipates a drop in
the revenue collected by the City in the coming fiscal year; and
WHEREAS, the City Commission of the City of Opa-locka desires that the City
Manager halt all non-essential spending in order to prepare for the possibility of lower
revenue collections:
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA LOCKA,FLORIDA:
Section 1. The recitals to the preamble are hereby incorporated by reference.
Section 2. The City Commission of the City of Opa-locka, Florida, directs
and authorizes the City Manager to freeze all non-essential spending as of May 12, 2010
for the remainder of the current fiscal year, for the reasons set forth above.
All hiring shall be frozen except for essential jobs in the police department
(directly related to public safety), unless approved by the City Commission. No
temporary workers are to be hired absent City Commission approval. Every department
(except police) shall achieve a reduction in gasoline expenditures wherever possible. All
City cell phones shall be revoked except for the City Manager, Assistant City Managers,

Department head, IT Department, Police Chief, Assistant Police Chief, and Senior Police
Administrative Officials, and other Police Department employees designated by the
Chief. All City Credit Cards for employees shall be revoked except for the City Manager
and any representative of the City Manager specifically designated by the City Manager.
Section 3. This resolution shall take effect immediately upon adoption.
