WHEREAS,the City received funds from the American Recovery and Reinvestment Act(ARRA) of 2009 from the federal government for certain projects, through the Florida Department of Transportation (FDOT), with the City paying a portion in matching funds; and WHEREAS,competitive bids were received for the design and build of Ali Baba Avenue Roadway Project; and WHEREAS, Horizon Builders was selected as the lowest, responsive bidder for the design and construction of this project; NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Section 2. The City Manager is hereby authorized to enter into an agreement with Horizon Builders for the design and construction of Ali Baba Avenue Roadway improvements in the amount of Two Hundred and Twenty Seven Thousand, Five Hundred and Twenty Nine Dollars ($227,529.00). Description: The City of Opa-locka received three (3) bids for the design/build of Ali Baba Avenue Roadway Project. The bids were reviewed by a five member committee. The committee selected Horizon Builders for the project. Horizon Builders was the lowest responsive bidder. Financial Impact: This roadway improvement is an economic stimulus project funded through the American Recovery and Reinvestment Act of 2009 (ARRA) through the Florida Department of Transportation to the amount of $342,882.00 with necessary matching of $48,023.95 by the City. The lowest responsive bidder was Horizon Builders in the amount of two hundred and twenty seven thousand, five hundred and twenty nine dollars ($227, 529.00) Implementation Timeline: Bid Award must be immediate to satisfy FDOT guidelines. Legislative History: None Recommendation(s): Staff recommends approval. 1 Analysis: This improvement project will address a long standing transportation needs for this critical collector. The sidewalks, drainage and roadway repairs will provide for increased safety and better access for vehicular traffic,pedestrians and bicycle users while beautifying Ali-Baba Avenue as a whole. After review the Committee needed more information from two (2) vendors; Unitech Builders—who did not submit a Technical Proposal and Horizon Contractors who needed to update their schedule chart. Both vendors were contacted and asked to submit the documents. Unitech Builders sent a letter stating that they did not know that they needed to submit the Technical Proposal and asked for an additional 2 weeks to comply. The response was,no extension would be given. Horizon Builders complied and sent in a revised schedule chart. On Friday, May 14, 2010 at 3:00 PM the Committee met again to finalize the bids. The Committee's recommendation based on lowest price is Horizon Builders 1. Horizon Builders $227,529.00 2. Gonzalez& Sons Equipment/ Robayna and Associates $262,948.15 3. Unitech Builders Corp.was the only contractor to show up to your mandatory pre-bid meeting none the less the City Clerk office accepted and certified two other contractors.The City has yet to respond to any of our letters and or emails.The spec book specifically says on 141.Technico!Proposal Requirements section A.Generof Each Aesian/Ruild Firmbejnoconsidered for this project is rewired to submit o Technical Proaosaf.,Unitech Builders Corp.has not been notified for consideration of this project.Since our involvement with the City of Opa Locks we have encountered countless oppositions,Unitech Builders Corp.Is a minority company trying to survive in this economy.We strongly request two weeks to produce said documentation.
