A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA, FLORIDA APPROVING
THE EMPLOYEE PAY SCHEDULE PLAN FOR FY
2009-2010, IN SUBSTANTIALY THE FORM
ATTACHED HERETO; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, Section 188 of the Charter of the City of Opa-Locka, Florida,
provides that the Director of Human Resources shall submit to the chief administrative
officer of the City, a standard employee classification and pay plan; and
WHEREAS, the pay plan to be adopted is required to include a minimum and
maximum rate for each class and position; and
WHEREAS, the City Manager is further required by Section 188 of the Charter
of the City of Opa-Locka, Florida, to submit the classification and pay plan to the City
Commission for approval:
NOW, THEREFORE,BE IT DULY RESOLVED BY THE CITY
COMMISSION OF THE CITY OF OPA-LOCKA,FLORIDA:
Sectionl. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission hereby adopts, upon the recommendation of
the City Manager, the employee classification and pay plan for FY2009-2010, attached
hereto.
Section 3. The City Commission authorizes the City Manager to enact the
employee classification and pay plan in substantially the form attached hereto.

Section 4. This resolution shall take effect immediately upon adoption.

WHEREAS, the Personnel Board of the City of Opa -locka is recommending to the
Commission of the City of Opa-locks the adoption of the pay plan as presented by the Human
Resources Director and the City Manager; and
NOW, THEREFORE, BE IT DULY RESOLVED BY THE PERSONNEL BOARD

Request: APPROVAL OF RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY
MANAGER TO ADOPT THE EMPLOYEE CLASSIFICATION AND PAY
PLAN IN ACCORDANCE WITH SECTION 188 OF THE CHARTER OF
THE CITY OF OPA-LOCKA,FLORIDA.
Description: As provided by City's Charter, "amendments to the pay schedule may be adopted
by the commission from time to time, upon the recommendation of the chief
administrative officer of the city."
Financial Impact: None.
Implementation Time Line: Immediately.
Legislative History: Classification and pay plan previously adopted by the City Commission
on October 24, 2001, Resolution number 01-6259; February 27,2008,Resolution 08-7222.
Recommendation(s): Staff Recommends Approval
Analysis: Since the adoption of the last pay and classification adopted in 2008,the City has
had a number of changes in departmental functions and positions. These

positions were reviewed and classified by Human Resources. As provided by
Personnel Rule IV, Sections 2 and 3, staff recommended to the Personnel Board
these classifications at its March 18, 2010 regular meeting.

Re: Issues related to the Revised Pay and Classification Plan

As I understand there were a number of issues raised with the proposed Pay and
Classification Plan. The purpose of this memorandum is to highlight the process that
Human Resources utilized to prepare for the adoption of a City of Opa-locka Pay and
Classification Plan as presented at the May 12th Commission Meetings.
The Proposed Pay and Classification Plan stemmed from the City of Opa-locka
Resolution No 08-7222. Since the adoption of this resolution in February 2008, there
were a significant number of new positions assigned to employees and added in the
adopted 2009/2010 Budget that were not part of the City's Pay and Classification Plan.
Organizational changes made recently were also not reflected in the document. In that
regard,these positions occupied by existing employees were added in the proposed plan.
The revised proposed Pay and Classification Plan, including all added positions, was
presented to the Personnel Board at its March 18, 2010 meeting. As discussed, the
Board's input was incorporated in the Plan prior to the Commission Workshop held on
April 20, 2010. It was pointed out that the Pay Plan did not include the position of
Assistant Parks and Recreation Director. Since there were two employees occupying the
same classification of Parks and Recreation Director, this was not detected in the payroll
records or the budget. The addition of Assistant Parks and Recreation Director was made
to the plan which HR provided to the Board at its April 15th general meeting. Also, the
discrepancies with the positions in the Office Community Service were clarified.
A review and comparison of the 2008 adopted and the proposed Pay and Classification
Plan revealed that there were numerous changes required from the initial plan due to
previous misclassifications of positions as well as duplication of classifications in more
than one schedule. In that regard, prior to the May 12th Commission Meeting, Human
Resources made the necessary corrections. It is noteworthy to point out that no new
positions were added since the Personnel Board's review on the April 15th meeting.

As noted in the Commission Workshop, the Pay and Classification Plan had not been
updated since the last Commission approval in 2008. Consequently several employees
were being paid outside of the maximum range. To correct this phenomenon, Human
Resources added 3 more steps to minimize instances where classified employees are paid
outside of the range, creating a 13 year span from the minimum to maximum range. The
proposed plan has all employees, with the exception of one exempt executive position,
paid within the minimum and maximum ranges.
The Human Resources Director will continue to avail herself for one on one meetings
with commissioners and members of the Personnel Board to ensure that all issues are
addressed prior to the adoption of this Pay and Classification Plan. Please let me know if
