Resolution No. 10-8081
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF OPA-LOCKA, FLORIDA TO AUTHORIZE THE CITY
MANAGER TO CONSULT WITH THE NATIONAL LEAGUE OF
CITIES AND HYETT PALMA INC. ABOUT THE SERVICES OF
THE AMERICA DOWNTOWN PROGRAM TO COME UP WITH
A PLAN TO REVITALIZE OPA-LOCKA'S BUSINESS DISTRICT,
AND TO ISSUE A REQUEST FOR PROPOSAL (RFP) OR
REQUEST FOR QUALIFICATION (RFQ) TO CONSIDER
OTHER PROVIDERS OF SIMILAR SERVICES; PROVIDING
FOR RECITALS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City of Opa-locka desires to revitalize the business district of Opa-
locka; and
WHEREAS, HyettPalma, Inc., is a national consulting firm specializing in the economic
enhancement of downtowns and older business districts, and works in conjunction with the
National League of Cities; and
WHEREAS, the City Commission of the City of Opa-locka desires to consult with the
National League of Cities and HyettPalma for their expertise and technical assistance in the
America Downtown Program in the revitalization of the City of Opa-locka; and
WHEREAS, the City Commission also desires to authorize the City Manager to issue a
Request for Proposal (RFP) or a Request for Qualification (RFQ) for similar services, to provide
the City with alternatives:
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.

Section 2. The City Commission of the City of Opa-locka, hereby authorizes and
directs the City Manager to consult with the National League of Cities and HyettPalma about the
services of the America Downtown Program to come up with a plan to revitalize the City's
business district, and further authorizes the City Manager to issue a Request for Proposal (RFP)
or a Request for Qualification (RFQ) for similar services, to provide the City with alternatives.
Section 3. This resolution shall take effect immediately upon adoption.
