HomeMy Public PortalAbout08-02-21c The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 P.M. on Thursday, Febmary 21, 2008, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Vincent Bellino " Jorge Diaz " Randy Krum " Susan Naples " Ronald Rios " Joseph Sitarz Also noted present was Borough Attomey Robert J. Bergen, Esq. The meeting was opened with a moment of Silent Prayer and The Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that the 2008 Annual Notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on December 31, 2007. COMMENDATIONS: Mary Cero - 100th Birthday. Mayor Reiman stated that we will wait with this commendation. She is in route. PUBLIC PORTIONS ON RESOLUTIONS/AGENDA ITEMS AND NEW BUSINESS: Three (3) minutes per person. Silent Prayer and Pledge of Allegiance 2008 Annual Notice Commend~ntions - 100th Birthday Public Portions on Resolutions/Agenda I t ems & New Business February 21, 2008 Public Portion Closed Ordinance #08-08 Has Not Been Received by Attorney Mayor's Comments A copy of each resolution was placed on the table for public review prior to the meeting in accordance with the Rules of Council and upon MMS&C, by Councilmembers Rios and Naples and unanimous affirmative vote of the full membership present, the meeting was opened for public input on Resolutions/Agenda Items and new business. PUBLIC PORTION CLOSED There being no comments or objections to the Resolutions/Agenda Items or new business, upon MMS&C, by Councilmembers Rios and Kmm and unanimous affirmative vote of the full membership present, the public discussion pOliion of the meeting was closed. ORDINANCE #08-08 "AMENDING RESPONSIBILITIES OF BOARD OF HEALTH" (Ordinance has not be received by Attorney) First Reading ORDINANCE #08-08 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held--------------------,2008, upon MMS&C by Rios and Diaz. Upon individual roll call vote, Councilmember Bellino, Diaz, Klum, Naples and Sitarz voted in the affitmative. TITLE Mayor's Comments The Mayor said that this has to do with consolidating the Environmental Commission and perhaps the Office On Aging with the Board of Health. He asked attomey Bergen for a detemlination as to 2 February 21, 2008 whether or not we can maintain the current number of members on the Board of Health or perhaps they can be increased as part of the consolidation. Councilwoman Naples - Prior to her vote, Councilwoman Naples asked the Borough Attorney if she could vote on Ordinance #08-08 being that she is a member of the Board of Health. Attomey Bergen said she could vote. ORDINANCE #08-04 Amending Redevelopment Plan - Middlesex Avenue. The Clerk stated that Ordinance #08-04 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council held on January 21, 2008. It was duly published in The Home News Tribune on Febmary 4, 2008, with notice that it will be considered for final passage after Public Hearing to be held on Febmary 21,2008 at approximately 6:00 P.M. The ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Public Hearing Upon MMS&C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the full membership present, the Mayor declared the Public Hearing to be open. Hearing Closed There being no comments or objections to the Ordinance, the Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers Rios and Diaz and unanimous affirmative vote of the full membership present. Upon individual roll call vote, Councilmembers Bellino, Diaz, Kmm, Naples, Rios and Sitarz voted in the affimlative. Reiman Advertised as Finally Adopted: February 28, 2008 ORDINANCE #08-05 Amending Redevelopment Plan - West Carteret Minue Street The Clerk stated that Ordinance #08-05 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council of Carteret held January 24, 2008. It was duly published in The Home News Tribune on Febmary 4, 2008, with notice it will be considered for final passage after Public Hearing to be held February 21, 2008 at approximately 6:00 P.M. The ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by tile. 4 February 21, 2008 Public Hearing Public Hearing Upon MMS&C, by Councihnembers Diaz and Krum and unanimous affirmative vote of the full membership present, the Mayor declared the Public Hearing to be open. Resolutions #08-66 through #08-70 were introduced by the Mayor and referred to the Council for action. ADOPTED Upon MMS&C, by Councilmembers Sitarz and Rios the following resolutions were adopted. Conncilmember Rios abstained on the bills for McManimon & Scotland and voted in the affirmative on all of the other bills. REPORTS DEPARTMENT Upon MMS&C, by Councihnembers Diaz and Sitarz and nnanimous affirmative vote of the full membership present, the following reports were ordered to be received and placed on file. Board of Health/Office on Aging - January 2008 February 21, 2008 Resolution #08-69 "Temporary Budget" Resolution #08-70 "Authorizing Refund o:of Tax &/or Sewer Fees Overpayment" Payment of Bills Reports Department REPORTS-Committees Commi t tees BUILDINGS & GROUNDS: Committee Chairperson Naples reported Building & Grounds that they just brought in a part-time per diem Buildings & Grounds person on board this week. He seems to be working out very well. He'll be working thirty-five (35) hours a week to fill a gap in that department. She received a lovely letter from Chief O'Connor 7 February 21, 2008 Finance and Administration Fire & Domestic Preparedness Parks, Recreation & Public Property Police Public \.Jorks * Clerk's Note thanking the Buildings & Grounds staff acknowledging their work in the firehouse for the renovation of the bathroom. FINANCE AND ADMINISTRATION: Committee Chairperson Diaz reported that the sewer bills should be going out in the mail next week with a due date of March 15th. They are completing the budget for 2008 and it should be introduced at our next meeting in March. He reported Progress. FIRE AND DOMESTIC PREPAREDNESS: Committee Chairperson Krum repOlied that they recently had three (3) new firefighters, Jim McKinney, Brendon Rhodes and Vinny Bellino, Jr. attend a week long flammable liquid firefighter's training at the University of Texas A&M. He congratulated them for their hard work and their great effort and he also thanked the sponsorship, Kinder Morgan and BP Amoco who sponsored them at no cost to the Borough. He reported Progress. PARKS, RECREATION AND PUBLIC PROPERTY: Committee Chairperson Bellino reported that there is still progress in the Department. They are maintaining due to the winter months. They are looking forward to Spring so they can start opening up the parks again for the citizenship. He reported Progress. POLICE: Committee Chairman Sitarz reported Progress. PUBLIC WORKS: Committee Chairperson Rios said that he wanted to correct his vote on the bill list. He will abstain on the bills for McManimon & Scotland and vote yes on all other bills. ** **Clerk's Note- For purposes of continuity, the Payment of Bills indicates the correct vote of Councilman Rios. 8 Councilmember Rios repOlied that they are prepared for the snowstolUl that's headed this way tomorrow. The plows are ready. The spreaders are ready. They continue to do service and maintenance on various police cars. Our new sanitation services is working out well with Woodbridge Township. There were some minor little things here and there but we really don't have any major problems and it's really working out well. It's a great thing that we're able to save that $100,000.00 a year, each year for three (3) years. He reported continued Progress. BOARD OF EDUCATION LIAISON: Committee Chairperson Naples reported that on behalf of the Mayor and Council, she would like to congratulate the Girl's Bowling Team for bringing back to Carteret, the State Championship in the Group 2 finals. The schools are preparing for state testing which will be taking place in the next few weeks. The schools are having parent conferences this week. MAYOR The Mayor thanked the high school band director and their brass section that showed up today at our annual State of the Borough Address. It was well attended. The school did a great job with the young musicians. The address went well. We had a substantial amount of support there in terms of the local businesses and local residents. Congressman Sires, Senator Vitale, Assemblyman Vas and Assemblyman Wisniewski's Chief of Staff were there. He commended them. He also commended the Buildings & Grounds crew for preparing the facility. He thought it went well. It should be playing on TV 36 for the next 4 or 5 months straight. PROCLAMATION: Carteret Disabilities Awareness Day The Mayor issued the following proclamation: February 21, 200S Continued Board of Education Liaison Mayor Proclamation "Disabilit ies " Awareness Day 9 February 21, 2008 Proclamation PROCLAMATION WHEREAS, the Carteret Office for the Disabled will hold its twenty- forth Annual "Cmieret Disabilities Day" on Sunday, March 2, 2008 at the St. DemetIius Hall, Roosevelt Avenue, Carteret, New Jersey from 12:00 Noon to 4:00 P.M.; and WHEREAS, Carteret Disabilities Awareness Day is held as an infonnation and social gathering to be enjoyed by all who choose to attend; and WHEREAS, this event is only made possible thought the combined efforts of many volunteers from non-profit organizations and Borough Departments and businesses within our community; and WHEREAS, the Office for the Disabled continues to expand oppOliunities for Disabled Persons to achieve their goals, developing and using their capabilities. NOW, THEREFORE, I DANIEL J. Reiman Mayor, Borough ofCarteret 10 PROCLAMATION: Mary Cero PROCLAMA TION WHEREAS, Mary Cero was born on February 22, 1908; and WHEREAS, she grew up on Lefferts Street, and lived in Carteret until the 1920's; and WHEREAS, she returned to Carteret in the 1930's and has spent the remainder of her life here; and WHEREAS, she worked with The Home News Tribune for 20 yeas as a writer; and WHEREAS, she married twice, with her second husband passing away in the late 1980's; and WHEREAS, she has always been endeared to family and friends, known to provide a watm home to her cats, and nurturing her "prized" roses; and WHEREAS, she has always been and will continue to be a treasured member of the Catieret community; and NOW, THEREFORE, I DANIEL J.
