CALL TO ORDER: Mayor ProTem Atkins called the regular meeting of the City Council to order at 7 :32 p.m. on Tuesday, December 18, 1979, in the Council Chamber of the City Hall. 2. INVOCATION: The invocation was given by Dr. Marshall Ketchum, First United Methodist Church, 5957 Golden West Avenue. 3. The Pledge of Allegiance to the Flag was led by Mayor ProTem Atkins. 4. ROLL CALL: Present: Councilmen- Atkins, Merritt, Tyrell Absent:: Councilmen - Gillanders, Dennis Also Present: City Manager Koski, City Attorney Martin, and Julie Estrada, Temple City Times Councilman Merritt moved to excuse Mayor Dennis and Councilman Gillanders for cause, seconded by Councilman Tyrell and carried. 5 CONSENT CALENDAR: On motion by Councilman Tyrell, seconded by Councilman Merritt, Items A through I on the Consent Calendar were approved as reconunended. A. APPROVAL OF MINUTES: Regular Meeting of December 4, 1979 Approved as written. B. RECOMMENDATIONS FROM TRAFFIC COMMISSION - Meeting of December 5 (1) TRAFFIC & ENGINEERING SURVEY PURSUANT TO SECTION 40802 OF THE VEHICLECODE - LIVE OAK AVENUE, BALDWIN AVENUE EASTERLY Approved (posting. 35 mph speed limit on Live Oak Avenue easterly from Baldwin Avenue to El Monte Avenue. (2) GOLDEN WEST AVENUE AND DAINES DRIVE - PLACEMENT OF BOULEVARD STOP SIGN Approved installation of a boulevard stop sign, with stop and pavement markings, on Daines Drive at the east approach to Golden West Avenue; niodit:i_ed the existing striping on Golden West Avenue by extending the striping southerly to Olive Street; and approved relocating the "Not a Through Street" sign from the Cambury /Olive Lee intersection to the Cambury /Nadine tee intersection. AWARD BID: SLURRY SEAL PROJECT, MAINTENANCE AREA NO. 4 Accepted bid of Roy Allan Slurry Seal Inc. in the amount of $47,044. II for the slurry seal project in Maintenance Area No. 4, and authorized Mayor and City Clerk to sign. E. WORKERS' COMPENSATION SELF - INSURANCE PLAN Adopted Resolution No. 79 -1863 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DESIGNATING VOLUNTEER PERSONS AS EMPLOYEES FOR PURPOSES OF WORKERS' COMPENSATION COVERAGE, and approved first six month premium for participation in the Joint Powers Insurance Authority. F. CALIFORNIA CONTRACT CITIES LEGISLATIVE TOUR - JANUARY 16 -17, 1980 Authorized attendance to the Legislative Orientation Tour in Sacramento by City Council and City Manager. G. ORDINANCE NO. 79 -489: 2rid read. AMENDING SECTIONS 9371 AND 9380 OF THE TEMPLE CITY ZONING CODE Introduced for 2nd reading and adoption Ordinance No. 79 -489 AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SECTIONS 9371 AND 9380 OF THE TEMPLE CITY ZONING CODE by title only. 1i. RESOLUTION NO. 79- 1861: COUNTY AID -TO- CITIES Adopted Resolution No. 79- 1861. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY REQUESTING AN ALLOCATION AND PAYMENT OF COUNTY AID -TO- CITIES FUNDS FOR THE MAINTENANCE OF SELECT SYSTEM STREETS. I. ACTION ON REQUEST BY CRA: A. Annual Report, July 1, 1978 - June 30, 1979 Councilman Tyrell moved to accept the Annual Report for fiscal year 1978 -79 from the Temple City Conununity Redevelopment Agency and instruct the City Manager to transmit the report to the Department of Housing and Community Redevelopment pursuant to Section 33080 of the California Health and Safety Code, seconded by Councilman Merritt and carried. 9. MATTERS FROM CITY OFFICIALS: None. 10. ADJOURNMENT: On motion by Councilman Tyrell, seconded by Councilman Merritt, Meeting adjourned at 7:38 p.m. Next regular meeting of the City Council will be held January 15, 1980, 7:30 p.m, in the Council Chamber of the City Hall.
