HomeMy Public PortalAbout1979-12-11 MeetingCOUNCIL MINUTES December 11, 1979 The Council of Bal Harbour Village met Tuesday, December 11, 1979 at 9:30 A.M. in the Village Hall. Present: Miss Gray and Messrs. Beatty, Krez, Printup & Taplin Also present were Fred Maley, Village Manager; Mary Wetterer, Village Clerk; and Alan Gold, Village Attorney. On motion of Mr. Beatty, seconded by Mr. Krez and voted the minutes of November 27, 1979 were approved as submitted. Mr. Maley reported that he and Mr. Taplin met with the Resort Tax Advisory Committee regarding oceanfront tennis courts, with the result that Dade County will meet with him and Mr. Taplin to see if they will allow Bal Harbour to build additional courts at the Haulover Park and possibly light them. The Advisory Committee wi17also be involved in that meeting. Mr. James Butler, President of Aerial Sign Company, appeared regarding the frequency and noise of low flying planes carrying advertising banners. Mr. Butler agreed to have his planes fly 500' high and 1200' off shore. Also he will instruct his dis- patchers to space the planes at greater intervals. He stated that four of his five planes will have mufflers installed by January 1st. Mr. Maley explained that the General Fund budget contains a general item of $140,000, which will not be needed to pro- vide Fire and Rescue Service due to the county tax referendum being defeated. He said the residential street lighting system must be renovated and inasmuch as the village owns the system it is our duty to maintain it. Mr. Gold restated his opinion that the village could use ad valorem taxes; set up a special tax district and borrow against s special assessment; or turn the system over to Florida Power and Light Company. Mr. Maley explained that Florida Power and Light would erect plain con- crete poles and fixtures and the annual charge would be $6000- $10,000 in addition to the $4,000 power bill, as long as Florida Power and Light Company owned the system. After discussion it was moved by Mr. Krez, seconded by Miss Gray and voted, Mr. Taplin voting"no"; Miss Gray and Messrs. Beatty, Krez and Printup, "yes"; that $140,000 be allocated for street light renovations in the residential district. Mr. Maley told the council that Dade County is proposing a Civilian Review Board, which would review police action for Dade County and the cities. He said several cities have ob- jected to it being set up for the cities. He asked for the council's opinion on what action they wished to take. The council requested that the Manager send them more details. Mayor Printup read a letter from Mr. Lemotto Smith thank- ing the Village for the recognition given on his 100th birthday. It was suggested that pictures of all former and present officials be placed in the council chambers after its renova- tion. On motion of Mr. Krez, seconded by Miss Gray and voted, up to $500.00 was appropriated for this purpose. Discussion followed on the security being taken on the east side of Collins Avenue to prevent people from being accosted by prostitutes, pursesnatchers, etc. It was the council's decision to let Chief Staubesand take care of this any way he sees fit. Chief Staubesand reported that all taxis have been in- spected and all except one were issued permits. Mr. Maley discussed the holding of Water Deposits against payment of Water Bills. It was decided to continue taking deposits on the accounts. Mr. Maley said Mr. Al Weyersberg wished to invite all the council to hear Representative Pepper at the Rotary luncheon on January 3, 1980. Mr. Maley was excused from the meeting and on motion of Mr. Krez, seconded by Mr. Beatty and voted the council awarded him a $1,000 Christmas Bonus as he does not share in the em- ployees Christmas Fund.
