Reiman, Thursday, April 24, 200S, 6:00 P.M., Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Bellino " Colon " KrUll " Naples " Sitarz Noted Absent was Councilmember Jorge Diaz. Also noted present was Linda A. Rivera, Assistant Municipal Clerk and Borough Attorney Robert Bergen. Please note that in the absence of the Municipal Clerk, Kathleen M. Bamey is the Assistant Municipal Clerk, Linda A. Rivera. The Assistant Clerk stated that the 200S Annual Meeting Notice was /nailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on December 31, 2007. The Amended AlUlUal Notice was posted on the bulletin board on February 25, 200S and published on February 2S, 200S. The Meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. At approximately 6:04 COllncilmember Jorge Diaz was noted present. a) Rededication of Veterans' Field - Civic Center Park. b) Senior Tax Help Volunteers Senior Tax Help Volunteers: Mayor Reiman explained how the three (3) people present this evening, took their time out to volunteer and help the Seniors do their taxes. He then called Frank Roche, Bob Hemsel and Al Evans to the front. He spoke very highly of all three (3) Gentlemen and then presented them with Certificates of Merit. Rededication of Veterans Field: Civic Center Park - Mayor Reiman spoke about the tremendous project for the improvement of the fields and then he presented plaques to the Mustillo Family and the Veterans Organizations for the Rededications ofthe Fields. Upon MMS&C by Councilmembers Sitarz and Naples and unanimous affilmative vote of the full Council present, the public pOliion on Resolutions/Agenda Items and New Business was opened to the public. There were no comments from the public. Upon MMS&C by Councilmembers Sitarz and Diaz and unanimous affirmative vote of the full Council present, the public portion of this meeting was closed. 2 Mayor Reiman then addressed Dennis Cherepski, from the Sportsman Association. He commented that he had come in a moment or two after the Dedication of the Fields and then presented him with a plaque. Before voting in the Affirmative Councilmember Kmm questioned if the ordinance was a three (3) year plan, or something new. 10 Mayor Reiman explained that the reason it was for three (3) years was because the other liquor licenses are already on a schedule where they periodically increase over a t1u'ee (3) year period and the Motel/Hotel License Fee was left out of the original ordinance back in the 1970's and 1990's. This is the Renewal Fee and it is brought in line with a standard consumption license fee. He numbered it 08-11S explaining there is a vacancy on the Zoning Board of Adjus/nlent and they are going to appoint and move up Mary Spiga who is currently an Altemate to a Permanent member, per his recommendation. BUILDINGS & GROUNDS: Committee Chairperson Naples commended her department for getting the Building straightened out for Opening Day and reported they are doing the seasonal tasks arollnd the Borough. Progress. FINANCE & ADMINISTRATION: Committee Chairperson Diaz repolied at the last Council Meeting they had a preliminary hearing on the budget and they are still waiting to hear from the state on the Discretionary Aide Application. Once that is responded to and we understand what type of money we are getting we will hold another meeting, probably in June, to finally approve our budget. In telms of Administration he reported we have been working on reconfiguring the committees for the Council explaining we have six (6) Councilmembers, each of which supervise ceIiain committees and what we are trying to do is reduce it to five (5) with the COllncil President being a member of all five (5) committees. He has asked the Council for suggestions and has been doing some research in temlS of other models followed by other municipalities in the state and said hopefully we will have something drawn up and ready to be approved by the next meeting. Continued progress. FIRE & DOMESTIC PREPAREDNESS - Committee Chairperson Krum reported two (2) of our EMT's attended a training seminar conference and we had six (6) people complete their EMT re-certifications. Two (2) firefighters also completed a bomb investigation class at the University of New Mexico Tech explaining the class was made possible through a Federal Grant, at no cost to taxpayers. He went on to say they also had two (2) firefighters complete classes in rapid 13 APRIL 241 2008 PAYMENT OF BILLS COMNITTEES APRIL 2tl, 2008 COMMITTEES Cant: intervention rescue and confined space rescue at Middlesex Fire Academy. The Fire Department also participated in the Red Cross America Program in Minue School and also made a fire prevention presentation to the local Seniors group. He also announced that our Cmieret Middle School defeated Belleville Middle School in a program called the Fire Ball and they will be competing against Bayonne Middle School on May 13lh in Bayonne. The Fire Ball Competition tests the students on fire safety and also the science of fire. He congratulated the s/ndents, Mrs. Alberts a Middle School teacher and also Fire Captain Robeli Magella who mentored the students. He went on to say they are still continuing the monthly meetings of our career involved offices and have several training drills scheduled in the near future. Progress. PARKS, RECREATION & PUBLIC PROPERTY Committee Chairperson Bellino reported they are still installing the post lighting around the perimeter of Carteret Park. He said it has been continually vandalized and so they are putting in light posts around the park similar to the streetscapes. He went on to say that the PBA Fishing Derby is scheduled for May 31 sl and there was a grand opening at Civic Center Park for all the ball fields. He reported that the teams love playing on them and when it rains they can continue playing because the water drains off of them. He thanked everyone involved that made it a reality. Progress. POLICE: Committee Chairperson Sitm'z reported that everything is coming along slow. There is a lot of people out on the injured and reserve list. We will be getting ready for the shooting list staIiing in May. There will be graduation for the Y ollth Police Academy soon. Progress. Mayor Reiman proposed to look at a Youth Fire Academy to Fire Committee Chairperson Krum. 14 PUBLIC WORKS - Councilmember Bellino repOlied continued progress in the clean up with patching and paving holes for Streets and Roads. BOARD OF EDUCATION: Committee Chairperson Naples then asked John Schon, from the Volunteer Firemen, about the the Junior Volunteer Cadets. He spoke briefly about it said the age group on that is fOllrteen (14) and up. She said she works together with John with some students that are really flourishing in that. Mayor Reiman said they are in discussion with the State PoHce about them locating their Marine Ternlinal in Cmieret, which would locate twenty (20) State Troopers and nine (9) State Police attack boats along our waterfront, which would certainly be a great benefit to the community. The State Police are recommending it but it is ultimately up to the Attorney Generals office. Committee Chairperson Naples then continued her report. She said that April 25th at 6:00 P.M., is Family Movie Night at the Carteret High School Auditorium. It is sponsored by the Class of 2008. It is a fund raiser for their Project Graduation. She went on to say she also sat in and was interviewed for a grant application for the Robeli Wood Johnson Foundation to promote safe and healthy dating explaining it would start at the Middle School level, where she felt it would be very beneficial. She then reported that our Pathways Performing Alis Summer Program would run from July 8th through August 15th fi'om 9:30 A.M to 2:00 P.M. and that it would include Dance, Poetry Writing, Photo Expression, Acting and Independent Project Work. She said if a child signs up at the High School level, attendance is mandatory and the fee is $20.00 for the entire program. 15 APRIL 24/ . 2008 COMMITTEES Cont: Nayor Rei.man, Re: State Police APRIL 24\ 2008 Mavor Re-organizing Council Committees MA YOR- Mayor Reiman then spoke about committees explaining our intent is to re-organize and have five (5) committees with the Council President serving on each committee. He went on to say that pending the modification of the Rules of Council and the adoption of that by resolution, he is appointing Councilmember Iris Colon to fill the Chairmans spot in the Pllblic Works Committee and the member spots in the Parks Committee under Councilmember Bellino and the Finance Committee under Councilmember Diaz. He explained that these spots were held by Councilmember Rios and became vacancies when he became a Freeholder. He said hoped to re- organize and re-structure within the next few weeks. Appoi n tmen t _ Mayor Reiman said he is appointing Captain Dennis McFadden Niddlesex County as the Altemate Designee to the Middlesex County Transportation Transportation Committee. He said John DuPont is the Commi t tee 2008 designee at the moment and sometimes he cannot attend so A I t erna t e De s i g n ee - Captain McFadden will then attend representing Carteret. Captain Dennis McFadden PROCLAMATION "Supporting the Click or Ticket ~lobilization of Mav 19- June 1 2008" Proclamation - Supporting the Click it or Ticket Mobilization of May 19th - June I, 2008. Mayor Reiman explained we have been provided with a grant off our (4) thousand dollars, with the Department ofJustice. He encouraged everyone to buckle up, not just now, but always. It does save lives. School Board Budget Mayor Reiman said we will be meeting with the Board of Education soon to review the Fiscal Year Budget for the School Board. He said he had the opportunity to pemse that budget and that it reads like a novel and said he will leave it at that pending the Auditor's review. He also went on to publicly announce that the Department of Public Works, the Depmiment of Sanitary Sewer and the Department of Parks have been consolidated and will all fall under the Department l:.l@Pl.tl"ftOeHt 9f Public vJorks 16 of Engineering and Public Works.
