HomeMy Public PortalAbout08-04-03s A Special Meeting was held by the Mayor and Council of the Borough of Carteret on Thursday, April 3, 2008, 7:00 P.M., Memorial Municipal Building, 61 Cooke Avenue, Catieret, New Jersey. PRESENT Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Randy Krum " Susan Naples Noted absent was Councilmember Joseph W. Sitarz. Also noted present was Borough Attomey Robert J. Bergen, Esq. PRAYER, PLEDGE OF ALLEGIANCE The meeting was opened with a moment of Silent Prayer and The Pledge of Allegiance led by Mayor Daniel J. Reiman. STATEMENT OF MEETING NOTICE The Clerk stated that notice was mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on March 27, 2008. Notice was also published on March 28, 2008. The Pmpose of the Meeting is to fill the vacant Council seat and any other business that may come before the Council. The Mayor said he was going to Amend the Agenda to take action on Resolution #08-78 and then asked for a motion. Prayer, Pledge of Allegiance Statement of Meeting Notice Purpose of Meeting Amend Agenda 1 April 3, 2008 Resolution #08-78 Appointing Councilperson to Fill Vacancy" adopted Mayor read Resolution #08-78 into the record Resolution #08-78 was introduced by the Mayor and refelTed to the Council for action. Upon MMS&C, by Councilmembers Krum and Diaz RESOLUTION #08-78 "APPOINTING COUNCILPERSON TO FILL VACANCY" was adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, Krum and Naples votes in the affirmative. Councilmember Sitarz was noted absent. The Mayor read the following resolution into the record. RESOLUTION #08-78 "APPOINTING COUNCILPERSON TO FILL VACANCY" WHEREAS, Ronald G. Rios, having been duly elected as a Councilman in the Borough of Carteret has submitted a Letter of Resignation to the Clerk ofthe Borough ofCarteret, effective March 5, 2008; and WHEREAS, the time period is which the Borough of Carteret may act to fill said unexpired term as provided by N.J.S.AAOA:-llexpires April 4, 2008; and NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council ofthe Borough of Carteret hereby appoints IRIS COLON 2 as Councilperson to fill the CUlTent vacancy on the Borough Council. Said term of office shall expire December 31, 2008. IT IS FURTHER ORDERED that IRIS COLON shall assume all duties as a Borough Councilperson in the Borough of Carteret immediately upon being administered and affirming the duly authorized Oath of Office. Adopted this 3'd day of April, 2008. Councilwoman Naples reported that she had the privilege of serving with Iris Colon with her brief tenure on Carteret Housing Authority. She shows so many leadership qualities and she welcomes her to Council. Mayor Reiman administered the Oath of Office to Iris Colon. The Mayor noted that as this is a Special Meeting, we typically have a longer Order of Business but tonight was very short to fill the vacancy of the unexpired term for the Council and we will also be appointing or reappointing Thomas E. Downs as Municipal Prosecutor. Senior Prosecutor Kevin Morse resigned approximately two (2) weeks ago when he was named the presiding Municipal Court Judge in Woodbridge Township. The Mayor said he would like to congratulate Kevin Morse, Esq. He is an excellent choice for Municipal Judge in the Township of Woodbridge. MEETING OPENED Upon MMS&C, by Councilmembers Diaz and Naples and unanimous affimlative vote of the five members present, the meeting was opened to the public. Councilmember Sitarz was noted absent MEETING CLOSED April 3, 2008 COMMENTS Oath of Office Administered Mayor's Comments Meeting Opened Meeting Closed 3 April 3, 2008 Resolution #08-79 Resolution Appointing A Borough Prosecutor adopted George Lisicki Comments There being no comments or objections to the Resolution, upon MMS&C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the five members present, the public pOliion was closed. Councilmember Sitarz was noted absent. Resolution #08-79 was introduced by the Mayor and refelTed to the Council for action Upon MMS&C, by Councilmembers Diaz and Krum RESOLUTION #08-79 "APPOINTING A BOROUGH PROSECUTOR" was adopted. Upon individual roll call vote, Councilmembers Bellino, Colon, Diaz, Krum and Naples voted in the affirmative. Councilmember Sitarz was noted absent. Mayor Reiman gave notice that he will be filing with The Municipal Clerk's Office a Mayoral appointment to the Senior Housing Development Corporation of the Borough of Carteret which is non profit. The Mayor said he would be appointing George Lisicki and addressed the Municipal Clerk and asked her to notify the Senior Housing Development Corporation. Councilmember Naples said she once again wanted to welcome Councilmember Colon as member ofthe Borough Council. Councilmember Kmm said he understood that Councilwoman Colon was a tremendous asset to the Catieret Housing Authority, she has worked very hard for the Democratic Party and he knows that she will do a wonderful job as Councilwoman. 4 Councilmember Bellino congratulated Councilwoman Colon and he wished her good luck. With the knowledge she bring with her, she'll be an asset to the team. Councilmember Diaz congratulated Councilwoman Colon and said it is a pleasure to have her with us. Whatever she may need they're here to help her and they look forward to working with her. Councilwoman Colon gave her thanks to the Council and all her friends, especially Mr. Chubenko. She learned a lot from him. She will do her best for the community and hopes to be more knowledgeable (inaudible). She hopes to do her best for everyone and she thanked everyone. Mayor Reiman once again congratulated Councilwoman Colon; her service to the community really sets her apart from many others who sought this seat. Her service on the Housing Authority as a Commissioner involved in the Senior Development Corporation and many other associations of organizations in the Town put her head and shoulders above the rest. We had a tremendous group of candidates to choose from and we're very happy to have her on the Council. The Mayor said he was very pleased to have her here and to continue the progress of these last six (6) years. She has been in the background for many of those years and now she will be in the forefront as a Councilmember, He congratulated her and wished her the best. Councilmember Colon said she is honored to be part of this team. At approximately 7:18 P.M., after no fmiher discussion, this meeting was adjourned.
