X)7.- /(2 RESOLUTION GRANTING A CONDITIONAL USE PERMIT TO SUBURBAN HENNEPIN REGIONAL PARK DISTRICT WHEREAS, the Suburban Hennepin Regional Park District (Applicant) has applied for a conditional use permit for expansion of the golf course at Baker Park from 18 to 27 holes and construction of a new club house; and WHEREAS, the City's zoning ordinance requires a conditional use permit under such circumstances; and WHEREAS, this matter has been reviewed by the planning commission on January 12, 1988, and February 9, 1988, and by the City Council on March 1, 1988; and WHEREAS, it has been determined that the existence of the additional 9 holes and a new club house will not impede the orderly development of adjacent properties. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Medina, Minnesota that a conditional use permit be granted to the Applicant for the stated purpose, subject to the following terms and conditions: 1. The Applicant shall obtain approval of relevant plans from the Pioneer Creek Watershed District; 2. Information regarding the wells or septic systems within the park which have been closed shall be sent to the City; 3. City staff shall review the septic system plans for the new club house; 4. Plans and specifications for the new club house shall comply with all city codes, ordinances and performance standards; 5. The new club house shall comply with a 500-foot setback and shall not exceed 5,200 square feet in size; 6. There shall be no exterior storage on the site, including golf carts and other equipment; 7. Any signs construction on the site shall comply with city ordinance requirements; 8. Exterior trash containers shall be screened; 9. The landscaping to be installed on the site shall include 165 conifers and 45 deciduous specimens and shall be in compliance with the plan submitted to the City on March 1, 1988; 10. The parking area shall be reconstructed in accordance with the plan submitted to the City and shall be located at least 120' from the road; 11. The location of the entrance to the golf area shall be approved by the Hennepin County highway department and the Applicant shall request the County to review Co. Rd. 201 in the vicinity of the golf course with regard to posted speed limit, site lines and width of shoulders for recreational use; 12. The Applicant shall dedicate to the City the right-of-way for Co. Rds. 201 and 24 required by city staff; 13. The Applicant shall complete all phases of the proposed work no later than Dec.1992 andto the extent weather and other conditions permit, in accordance with the following: a) construction of the new 9 holes and site work.for the new club house in 1988; b) renovation of the Lake 9 holes and construction of the new club house in 1989; and c) renovation of the Evergreen 9 holes in 1990; 14. Hours of operation of the golf course shall be 6 a.m. to dusk daily and hours of operation of the club house shall be 6 a.m. to midnight daily; 15. Exterior lighting shall be designed not to spread to areas not intended for illumination and shall be approved by city staff; 16. The Applicant shall comply with all plans and drawings submitted to the City and upon which City review has been conducted, including the plans for storm water drainage submitted to the Pioneer Creek Watershed District; and 2 17. The Applicant shall pay to the City a fee in the amount determined by the staff to represent the actual cost to the City of reviewing this conditional use permit application. 18. A letter of credit or bond in the amount to be determined by the City is required for the landscaping and blacktopping.
