A regular meeting of the Board of Assessors was held on January 25, 2011 in the first..floor
conference room at Town Hall. A Notice of Meeting was duly posted. The meeting commenced
at 5:20 p.m. In attendance were John Palmer, John Duffy, and Mary Jo LaFreniere, all the
members of the Board. Also in attendance was Robert Bushway, Principal Assessor. John
Palmer presided and John Duffy kept the minutes.
The minutes of the meeting of December 28, 2010 were approved.
The Board reviewed, approved, and signed a Bills Payable Warrant in the amount of $294.00.
The Board reviewed, approved, and signed the December 2010 "Report of Abatements and
Exemptions Granted and Withdrawn" in the amount of $107,435.28, comprising the categories
of Motor Vehicle Tax, Statutory Exemptions, Tax Deferral, Community Preservation Act, Senior
Work Off Program, and Sewer Betterment Yearly Apportionment. Attached is a copy of the
Report, which specifies the dollar amounts for each category.
The Board reviewed, approved, and signed the FY2011 first Supplemental Billing Warrant and
Commitment in the amount of $32,357.90, representing ten properties, $31,732.32 Real Estate
Tax, and $625.58 Community Preservation Surtax.
The Board discussed the Special Article for the Annual Town Meeting, submitted by the Board,
which addresses funding required for the FY2013 Revaluation program. Mr. Palmer offered to
speak with the Town Manager regarding the preference for funding this program by means of a
Special Article rather than by a yearly budget allocation. Mr. Bushway will transmit Mr.
Palmer's offer to the Town Manager.
The Board reviewed two real estate abatement applications, accepted Mr. Bushway's
recommendations, and voted unanimously to grant both abatements.
The Board reviewed, approved, and signed two real estate tax exemption applications, both
Clause 22a, Veteran 10% disability.
The next meeting was scheduled for February 8, 2011 at 5:15 pan.
The meeting adjourned at 6:20 p.m.
