The current exemption for Homeowners was extended to include owner-occupied dwellings of two units
or less and to allow such Homeowners to engage an individual for hire who does not possess a license
provided the owner acts as supervisor.
“Homeowner” as defined in 780 CMR 110.R5.1.2:
Person(s) who owns a parcel of land on which he/she resides, or intends to reside, on which
there is, or is intended to be, a one or two family dwelling, attached or detached structure(s)
accessory to such use and/or farm structure(s).
A person who constructs more than one home in a two year period shall not be considered a
homeowner.
The undersigned Homeowner understands the requirements and assumes responsibility for compliance
with the Massachusetts State Building Code 780 CMR and other applicable codes, ordinances, by-laws,
rules and regulations.
The undersigned Homeowner understands the Town of Brewster Building Department inspection
procedures and agrees to comply with those procedures.

NOTE: Owners pulling their own permit or dealing with unregistered contractors for applicable home
improvement work do not have access to the Arbitration Program or Guarantee Fund under Mass.
