Board of Assessors
Minutes of Meeting of April 21, 2011
A regular meeting of the Board of Assessors was held on April 21, 2011 in the first floor
conference room at Town Hall. A Notice of Meeting was duly posted. The meeting commenced
at 5:20 p.m. In attendance were John Palmer, John Duffy, and Mary Jo LaFreniere, all the
members of the Board. Also in attendance was Robert Bushway, Principal Assessor. John
Palmer presided and John Duffy kept the minutes.
The minutes of April 5, 2011 were approved.
The Board reviewed, approved, and signed a Bills Payable Warrant in the amount of $124.47.
The Board reviewed, approved, and signed Supplemental Billing #2 for Fiscal Year 2011 in the
amounts of $29,363.29 Real Estate Tax and $523.80 Community Preservation Surtax.
The Board reviewed, approved, and signed one CPA Surtax exemption application. The Board
deferred action on one Real Estate Tax exemption application pending data clarification.
At 5:45 p.m. Mr. Steven Zieff of Baystone Development joined the meeting. Mr. Zieff
presented an overview of Legacy Farms plans and progress regarding development of a portion
of the former Weston Nurseries property. Mr. Zieff and the Board then discussed in detail
Warrant Article 48 for the May 2011 Annual Town Meeting, which requests Zoning by-Law
changes to define residential structure types to be allowed as part of the Host Community
Agreement between Legacy Farms and the Town of Hopkinton, as amended. Mr. Zieff left the
meeting at 6:20 p.m.
The Board voted unanimously to approve language to be added to the Tax Exemption
Information sheet describing the added exemption percentage for Fiscal Year 2012.
The next meeting was scheduled for May 10, 2011 at 5:15 p.m.
The meeting adjourned at 6:40 p.m.
