BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Chapter 22 (Parking, Stopping and Standing) of the Code of the City of Jefferson, Missouri, is amended by the addition of a new Sec. 22-136 (Ground Effect Lighting Prohibited), to read as follows: See.22-136. Ground effect fighting prohibited. A motor vehicle may not be operated on a public roadway while equipped with neon or LED ground effect lighting or other lights which flash or are any shade of red or blue, while said lights are engaged. Ground effect lighting means lights placed on the motor vehicle for the purpose of illuminating the ground below the motor vehicle including but not limited to creating a halo light effect. Section 2. This Ordinance shall be in full force and effect from and after the date of its passage and approval.
