BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Chapter 5 Animals), Section 5-4 (Definitions), of the City Code, is hereby amended as follows: Sec.5-4 Definitions. For the purpose of this chapter, the following words and phrases shall have the meaning respectively ascribed to them by this section: Director: The City Administrator rocFeet.- of Gamm• _it De eiapmen or a duly authorized agent or employee. Chapter 5 (Animals), Section 5-22 (Redemption and adoption of impounded animals; disposition of unredeemed animals), of the City Code is hereby amended as follows: See. 5-22. Redemption and adoption of impounded animals; disposition of unredeemed animals. D. Adopters, shall be at least 18 years of age, pay the adoption fee and execute an adoption form agreeing to take all necessary steps to comply with the provisions of this chapter. The adoption fee for animals at the shelter shall be set by the Director. E. All dogs and cats adopted from the animal shelter must be spayed or neutered. Adopters shall pay the fee as set out in paragraph (D) above. Adopters shall have the animal inoculated for rabies and spayed or neutered by a licensed veterinarian within the time specified on the adoption form. The City will pay part or all of the cost of rabies inoculation, spaying, or neutering for animals which are adopted from the City. To qualify, the owner of the animal adopted must take the animal to a veterinarian who has agreed to participate in the City program. The City will pay to the veterinarian an amount for each eligible service according to the fee schedule promulgated by the Director &4 �evelepmenf. (Ord. No. 13785, §l,5-2-2005) Section 3. Chapter 5 Animals), Section 5-32 (Maximum number of animals), of the City Code is hereby amended as follows: Sec.5-32.Maximum number of animals. A. No occupant of any residential building or unit of a residential building shall allow more than six (6) dogs or cats, or combination of dogs and cats, to be kept within the residential building or unit without a permit. B. The number of dogs or cats permitted in subsection (A) of this section may be increased to twenty (20) if the occupant has obtained a Multiple Animal Permit. The City Administrator (or his designee) shall issue a Multiple Animal Permit if the applicant meets the following qualifications: 1. The residence where the animals are kept must be clean and free of animal waste. 2. The animals must all be healthy and free of contagious diseases. 3. The applicant must consent to the inspection of the premises at reasonable times by employees of the City of Jefferson for the purposes of assurine compliance with these provisions DepaFt° eat af^,.m pity Dever,,,,.„.,,+ 4. At least 75% of the residents living within 100 feet of the applicant's property have indicated that they do not object to the granting of the permit. 5. The applicant has not pleaded guilty, been found guilty, or pleaded no contest to an offense involving animal abuse,cruelty,or neglect. C. If the Administrator finds that the applicant does not meet the qualifications required, he may deny the permit or may issue a conditional permit. I. The conditional permit shall specify any restrictions, limitations, conditions or prohibitions required. The conditional permit may be modified or revoked by the City Administrator for failure to conform to such restrictions, limitations, conditions or prohibitions. 2. If the City Administrator denies the permit, the applicant may appeal the decision to the City Council Public Works Committee. D. If the applicant meets the qualifications required, the City Administrator shall issue a permit. The initial permit shall be issued for one year. Upon the expiration of the first year's permit, the City Administrator may issue additional permits for periods of five years each. E. Current Animals exempted. Any person who on the date of passage of this Ordinance has more than six (6) dogs or cats may continue to keep such animals on their premises by registering such animals with the Jefferson City Division of Animal Control. Such registration shall include the name, age and location of the animal; the name and contact information for the owner; and a photo of the animal. (Ord.No. 14727, §1, 10-4-2010) Section 4.
