HomeMy Public PortalAbout10-8112 Coventry Health Care Sponsored by: City Manager RESOLUTION NO. 10-8112 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE CITY MANAGER TO SELECT COVENTRY HEALTH CARE OF FLORIDA AS THE CITY'S HEALTH, DENTAL & VISION INSURANCE CARRIER FOR THE PLAN YEAR BEGINNING OCTOBER 1,2010 THROUGH SEPTEMBER 30, 2011. WHEREAS, the City desires to adopt a health insurance plan for the upcoming fiscal year; and WHEREAS, Citrin Financial Insurance, Inc., ("Citrin") is the insurance Agent of Record for the City of Opa-locka ("City"); and WHEREAS, Citrin, on behalf of the City of Opa-locka, has received annual group health plan comparisons and rate proposals for the City's upcoming plan coverage year beginning October 1, 2010 through September 30, 2011; and WHEREAS, after reviewing the group health plan comparisons and rate proposals received from the various providers, the City Manager recommends selecting Coventry Health Care of Florida as the health, dental & vision insurance carrier for the up coming plan coverage year beginning October 1, 2010 through September 30, 2011; and NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA: Section 1. The recitals to the preamble herein are incorporated by reference. Resolution No. 10-8112 Section 2. The City Commission of the City of Opa-locka hereby authorizes the City Manager to select Coventry Health Care of Florida as the health, dental & vision insurance carrier for the City for the plan coverage year beginning October 1, 2010 through September 30, 2011. Section 3. This resolution shall take effect immediately upon adoption. Taylor Commissioner I imothy Holmes Commissioner lorothy Johnson C issioner "ose Tydus FROM: arance gters ity an DATE: August 26, 2010 RE: Proposed Health,Dental and Vision Carrier for Fiscal Year 2010/2011 Request: APPROVAL OF RESOLUTION AUTHORIZING THE CITY MANAGER TO SELECT COVENTRY HEALTH CARE OF FLORIDA (FOMERLY VISTA)AS THE CARRIER FOR THE CITY OF OPA-LOCKA HEALTH, DENTAL AND VISION GROUP PLAN FOR THE BENEFIT YEAR BEGINNING OCTOBER 1,2010 THROUGH SEPTEMBER 30,2011. Description: Staff has worked with the City's Agent of Records, Citrin Financial and Insurance, Inc. to assess the existing group policies and come up with the plan summaries and proposed employee benefits rates. As part of the review process, staff has requested that the benefit year be aligned with the City's Fiscal Year, with coverage beginning on October 1, 2010—September 30, 2011. A resolution of the City Commission of the City of Opa-Locka, Florida authorizes the City Manager into an agreement with Coventry Health Care of Florida for the medical, dental and vision group plans. With the change in the benefit year and the proposed plans, it is anticipated that savings of approximately $42,415.00 will be generated. Financial Impact: $1,012,500.00. Benefits are paid for employees by the respective departments. Please see the attached list for account information. Implementation Time Line: October 1, 2010—September 30, 2011 Legislative History: Resolution 09-7955 Recommendation(s): Staff Recommends Approval Analysis: Expenditures for employee benefits will begin and end in accordance to the fiscal year, minimizing any overlap with expenses for benefits. Staff's request is for approval of the 2010/2011 Employee Benefits Proposed Rates with a new carrier, Coventry Health Care of Florida for the medical, dental and vision plan. The City will continue to provide 100%coverage for employees and share 50% of the cost for dependent/family coverage for the HMO Medical and DHMO Dental Plan. At these meetings you advised us of the criteria and needs of the City for the renewal of the employees' benefits plan. Based on these discussions, the criteria and the C'itv`s need to lower the cost of the insurance premiums due to budgetary restraints, Citrin Financial & insurance. The carriers we received quotes from are as follows: a) AvMed b) Humana c) 1 nitedHealthcare/Neighborhood Health d) Coventry e) Cigna Blue Cross/Blue Shield and Aetna refused to quote. Cigna's rates were not competitive. 3. The plans selected by the Human Resources Department for review (see the attached spreadsheet)were from the following carriers: a) AvMed h) Utiltedllealthcare/Neighborhood Health c) Humana d) Coventry Health Insurance 4. The present health insurance carrier is AvMed. We received renewal quotes from AvMed for the current plan with a rate increase of 12.76% for the HMO plan, and a 14.23% increase for the PPO Choice Plan. The employee HMO rate would he $472.69. This amount does not include dental coverage. AvMed also offered an alternative HMO plan that had a lower premium cost but included higher deductibles, co- pays and out-of-pocket maximums for the employees. AvMed also offered two (2) PPO Choice alternatives that increased the premiums between seven (7%) and ten (10%) percent and also increased the deductibles and co-insurance rates for outpatient surgery and diagnostic testing. ti. The Coventry I IMO plan has benefits very comparable to the present AvMed HMO plan, with deductibles that are actually lower than AvMed's and with an out-of-pocket that was higher than AvMed's. The prescription drug co-pays are lower with Coventry than the current AvMed plan. A salient point to the Coventry plan is that the quoted premiums include both dental and vision care. The employee l-1M(.) rate is $401.61. A complete summary of the four(4) companies is included as an attachment to this e-mail. Humana submitted quotes for an HMO plan that is similar to the current AvMed HMO plan and premium cost but, the deductibles and co-pays were higher than the present plan. Also, there was no maximum for out-of-pocket costs. In addition. Humana submitted quotes for their National POS co-pay plan that included higher co- insurance amounts and a fifteen (15%) percent increase in premiums from the current AvMed PP() plan. 7. United/Neighborhood I lealth Plan submitted quotes for an LIMO plan with higher co-pays and out-of-pocket maximums. Dental Insurance K. t: oventry is offering an upgraded DHMO plan along with the medical insurance at a lower combined premium cost than the City's current group medical and dental insurance combination of AvMed and MetLife. There is no deductible or Annual Maximum for the Coventry DHMO as there is for all of the other plans listed. Coventry is also offering a Dental PPO plan. Please see the second attached document with a comparison of all the Dental quotes that we received from the following companies: Met!.ife, Coventry, l.tnitedllealthcare. Cigna. Humana and Ameritas.
