April 1st 1946.
Council met in regular session at 11:00 A.M. to finish up all
old business.
Mayor Vahlsing presiding and councilmen, Haack- Okones-
Kruse and Geerdes nresernt.
Minutes of the last meeting were read and on motion annroved.
The folloing were approved as Firemen ; A E Anderson to replace
M A66kc-,- Thomas Hoekstra to replace
There being no other unfinished business, the council proceeded
to act on the following claims, which on motion byKruse seconded by
Haack allowed as read. motion carried. -

APRIL 1st 1946/
Newly elected Council met at 12:00 o'clock noon.
Mayor Vahlsing having been sworn, proceeded to and did admiister
the oath of Office to the following elected councilmen, M.M.Boeke,
H B Hook, Dr H.O.Heddens- Gordon Junker and Neil Okones.
Clerk -
The council organized as a body and proceeded to elect a Town
Eouncilman Okones moved that the rules be suspended and that
the Clerk be Elected by acclaimation- second by Heddens-
Councilman Junker moved that G.H.Geerdes be elected Town Clerk
second by Hook- All councilmen voting Aye.
It was moved that council adjourn to 7;30. motion carried..

Council met in adjourned session.
Mayor Vahlaing presiding and councilmen, M.M.Boeke,
Dr H 0 Heddens, H.B.Hook, Gordon Junker and Neil Okones present.
The Bonds of Mayor Vahlaing and Clerk Geer,'es were presented
for approval, and it was moved. by Junker second by Okones that the
Bonds of Mayor and Clerk be aoproveG- motion carried.
Mayor Vahlaing expressed. hishope that he would have the
co-operation of the council in all matter pertaining to the
administration of the Town affairs, and admonished the council
that all discords, arguments, personal expressions and opinions
on any matters pretaining to public matters, or Committee reports
be settled at the councilmeetings, and let it rest there.
It was moved by Okones seconded by Hook that the Mayor
appoint two men for the combined job, of Marshall,!Vaterpumping,
Street Commissioner, Sewer care taker and that the salary for
each man be set at not more than $125.00 per month. Motion carried.
It was moved by Junker that the Peoples Savings Bank,
Wellsburg, Iowa be designated as Depository for the Town of Wellsb

Motion carried.
It was moved by Hook second by Boeke that the following
resolution be adopted.
Be St resolved that the Clerk be and is hereby
authorized to pay the following claims presented to
him, before having been approved by the council;
"Int on Bonds- Freight Bills, Light & power bills
Postage and Insurance"
Roll call- Ayes- Boeke- Heddens- Hook, Junker Okones
Nays none.
Treasurers report was received, read and on motion placed
on file -
It was moved by Heddens second by Boeke that the Marshall
be appointed Weed. Commissioner. motion carried.
It was moved by Heddens second by Junker that we buy two
new Tires for the Fire truck- motion carried.
It was moved by Heddens second by Okones that a charge of
$2.50 be made for use of the Maintainer, but that it shall
not be taken outside the Corporation. Motion carried. a� c

ORDINANCE NO, 101
li COMMISSIONERS
AlV IRDINANCE CONFIRMING
THE ESTABLISHMENT OF A
BOARD 0* rAI{K COMMISSIONERS
AND DEFINING THEIR POWERS
AND DUTIES.
Be it ordained by the- Council of
the Town of Wellsburg, Iowa:
SECTION 1. Established, The es-
tablishment of a Board of Park Com-
missioners consisting of three mem-
bers is hereby confirmed. One Bark
commissioner shall be elected at each
regular municipal election for the
full term of six years. (5787)
SECTION 2. Qualify, The commis-
sioner elected, within ten days after
his election, shall qualify by taking
the oath of office, but each commis-
_ eiouer. before he.enters upon the du-
ties of his office shall gfve boun,
with surities approved by the coun-
cil, in the penal sum of Five Hun-
dred Dollars, conditioned for the
faithful discharge of his duties. The
commissioners, within ten days aft-
er each regular municipal election,
shall organize, as a Board of Park
Commissioners, by election of one of,
their number as Chairman and one
of their number as secretary. (5799).
SECTION 3. Powers and Dirties.
The Board of Park commissioners
shall have all the powers and exer-
!vise all the duties conferred upon
• park commissioners by state law.

SECTION 4. Tax Levy. The board
shall, on or before the first day of
August of each year, determine and
fix the amount or rate, not to exceed
the tax levy authorized by statute,
to be levied, collected and appropriat-
ed for the ensuing year for general
dark purposes and shall cause the
same to be certified to the council.

SECTION 5. Compensation. Each
Park commissioner shall receive such
compensation as shall be fixed by
resolution passed by a majority vote
of the entire council, not to exceed
in the aggregate annually, ten dol-
lars for each thousand population or
fraction thereof, according,to the last
state or federal census, which com-
pensation shall be paid out of the
Park fund.
SECTION 6. Reports. The board of
Park Commissioners shall make an
annual detailed report to the council
immediately after the close of each
municipal fiscal year, of the amounts
sof money expended and the purpose
'for which used, and such annual
statement shall be published as part
of the annual municipal report.. (57-
99).
SECTION 7. Other Powers and Du-
ties. The board of Park Commission-
ers shall have such powers and per-
form such other duties as may be
provided by the council, the Ordinan-
,ces of the Municipality on the laws
of the State, and each commissioner
shall transmit to his successor in
office, all books, papers, records, do-
cuments and property, belonging to
the municipality, in his custody and
appertaining to his office.
SECTION 8. Name. "Memorial
Park of Town of Wellsburg".
SECTION 9. All Ordinances or
parts. of Ordinances are hereby re-
pealed.
SECTION 10. This Ordinance shall
be in force and effect from and after
its passage and publication as pro-
vided by law.
Passed and adopted by the Coun-
cil this 1st day of April A.D., 1946.

Councilman Okones introduced an Ordinance entitled Ordinance
No. 101 , It An Ordinance confibming the Establishment of a
Board of Park Commissioners and defining their powers and duties"
and moved the adoption of same.

Motion seconded by councilman Heddens;
t: Roll call- Ayes- Boeke- Heddens- Hcok- Junker- Okones
Nays - none.
- Councilman Junker moved that the rule requiring an Ordinance
to be read on three different days be suspended with, and that the
Clerk read the Ordinance as of its 1st- 2nd- and 3rd reading.
' Motion seconded. by Hook.
Roll call- ayes- Boeke- Heddens- Hook- Junker- Okones.
Nays - none.
Mayor declared motion carried.
Moved.by Councilman Boeke that Ordinance No. 101 having
been read for the third time, be and the same is hereby passed
and adopted by this council and that the Clerk be directed to
publish same in accordance with the law.
Motionseconded by Heddens;
Roll Call- Ayes- Boeke- Heddens-tiook- Junker- Okones.
Nays - none.
Whereupon the Mayor declared this Ordinance duly adopted
and signed his approval of same.

BOARD OF HEALTH.
Council convened as a Board of Health. All members
present.
It was moved by Okones second by Hook that we hereby adopt
all the rules and Regulations of the State Board of Health, and.
be governed thereby- Motion carried.
No report from the GEalth Pbsician.
Mayor Vahlsing appointed Dr F R Ford as Health Physician.
It was moved. by Okones second by Junker that a Clean Up notice
be published in the local Paper.
There being no other business
