AUTHORIZING EXCEL ENVIRONiVIENTAL RESOURCES, INC.
TO APPLY FOR GRANT FUNDiNG FOR THE MIDDLESEX AVENUE
RESIDENTIAl, REDEVELOPiVIENT AREA .

WHEREAS, the State of New Jersey Department of Environmental Protection through
the Hazardous Discharge Site Remediation Fund, has grant funds available to
rIl}unicipafities for the purpose of funding preliminary assessments, site investigations
"and/or remedial investigations to determine the existence or extent of hazardous
substance discharge conditions on properties; and
\VHEREAS, the Borough of Carteret ~ishes to conduct a preliminary assessment, site
investigation, and/or remedial investigations with respect to the property, commonly
known as Block 242, Lots 1, 2, 3, '5 commonly Imown as the Middlesex Avenue
Residential Redevelopment Area; and .
'VHEREAS, Excel Environmental Resources, Inc. is qualified to prepare and submit said
application for such funding.
WHEREAS, the Borough of Carteret intends to acquire the properties through voluntary
conveyance or other means provided by law;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
ofCarteret, County of Middlesex and State of New Jersey as follows:

Excel Environmental Resources, Inc. is hereby. authorized and directed to
apply for grant funding in order to conduct preliminary assessments, site
investigation, and/or remedial investigations for the aboveMdescribed parcel.
The Mayor and other appropriate Borough Officials are authorized to
execute any andl all documents necessary in order to apply for the aforesaid
grant.

In the event that fonding is approved pursuant to a grant issued in favor of
the "Borough of Carteret, Excel Environmental Resources, Inc. is hereby
authorized and directed to. implement preliminary assessments, site
investigation, and/or remedial investigations for the above described parcel,
with payment for the aforesaid services to be made to Excel Environmental
Resources, Inc. from the aforesaid grant funds in ac,cordance with the
contract to be approved by the Mayor and Council of the Borough of
Carteret and the New Jersey nepartment <?fEnvironmental Protection.
The above property is part of ~ comprehensive redevelopment plan which
provides a realistic opportunity for the redevelopment of'the same within
three years following completion of the :r;emediation.
