A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE
CITY MANAGER TO ENTER INTO AN AGREEMENT WITH
CGI COMMUNICATIONS FOR A VIDEO TOUR BOOK,
WHICH WILL PROVIDE A VIDEO PROGRAM TO BE
DISPLAYED ON THE CITY'S WEBSITE AT NO COST OR
LIABILITY TO THE CITY; PROVIDING FOR
INCORPORATION OF RECITALS; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Opa-locka desires to have the City website
display quality programmed video of the City of Opa-locka; and
WHEREAS,CGI Communications will undertake the entire process of preparing the video,
from filming, production and editing, at no cost or liability to the City of Opa-locka; and
WHEREAS, the City Commission desires to authorize the City Manager to enter into an
agreement with CGI Communications to provide a community video program for the City of Opa-
locka's website:
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby authorizes and directs
the City Manager to enter into an agreement with CGI Communications for it's a Video Tour Book,
which will provide a programmed video to be displayed on the City's website at no cost or liability
to the City of Opa-locka.

Section 3. This resolution shall take effect immediately upon adoption.

Request: APPROVAL OF A RESOLUTION AUTHORIZING THE CITY

VIDEO PROGRAM TO BE DISPLAYED ON THE CITY'S WEBSITE AT
NO COST OR LIABILITY TO THE CITY.
Description: Recommended by National League of Cities, CGI communications provides quality
video programs that are featured on the City's website. The entire process from
filming, production, and editing is completed by CGI Communications at no cost or
liability to the City. In turn, CGI Communications will seek sponsorship from local
business to be placed around the video on the website.
Financial Impact: No fiscal impact.
Implementation Time Line: 60-120 days.
Legislative History: None
Recommendation(s): Staff recommends the video tour book offered by CGI
Communications. It will provide an additional communication
channel for the public gain interest in the City of Opa-locka.
Analysis: After reviewing the proposal from CGI Communications the City can
benefit from a video tour book that will highlight our community. This tour
book will provide a true video view into our City and invite future residents
and business owners.

This agreement is between CGI Communications,Inc.and the City of Opa-Locka and shall remain in effect from the date it is signed by both
parties until the third anniversary of the date that the completed and approved Community Video Program is made available for viewing via a
link on the website, WWW.opalockafl.goV homepage for viewer access. The term of this agreement shall automatically renew
unless either party gives 60 days written notice of termination or modification prior to expiration.
CGI Communications,Inc.and its eLocalLink division shall provide a Community Video Program as follows:
• Website Welcome video from your Mayor or other civic leader and an Education,Quality of Life,and Real Estate/Relocation video(approx. 1
minute in duration)
• Up to 2 additional videos to showcase various aspects of your community and/or organization(providing a total of 6: 1 minute community
highlight videos)
• Script writing and video content consultation
• A videographer will come to your location to film videos
• All aspects of video production and editing,from raw footage to final video including professional voiceovers and background music
• Final draft of Community Video Program content subject to your approval
• Patent-pending OneClickTM Technology and encoding of all videos into multiple streaming digital formats to play on all computer systems,
browsers,and Internet connection speeds;recognized player formats include WindowsMedia®and QuickTime®
• Store and stream all videos on CGI's dedicated server
• Business sponsors allowed on the perimeter of video panels
• Duration of sponsor participation will be one year and eLocalLink is solely responsible for annual sponsorship fulfillment including all related
aspects of marketing,production,printing,and distribution
• Viewer access of the Community Video Program from your website shall be facilitated by eLocalLink providing HTML source code for graphic
link to be prominently displayed on the WWW.opalockafl.gov website homepage as follows: "Coming Soon"graphic link designed to
coordinate with existing website color theme to be provided within 10 business days of execution of this agreement;"Video Tour Book"graphic
link to be provided to replace the"Coming Soon"link upon completion and approval of videos
• eLocalLink will own copyrights of the master Community Video Program
• The City of Opa-Locka will assume no cost or liability for this project
Program Add-On if signed and received by 06/10/2010:
• Encoding,hosting,and streaming of additional 5 minutes of video per month. Finished video content will be provided to CGI by the City of
Opa-Locka, FL US
• SmartTrackTM measurement and trackability
The City of Opa-Locka shall provide the following:
• A letter of introduction for the program on your organization's letterhead
• Assist with the content and script for the Community Video Program
• Agrees to give eLocalLink the right to use organization's name in connection with the preparation,production,and marketing of the program
set forth herein only
• Agrees to display the"Coming Soon"graphic link prominently on the website,WWW.opalockafl.gov homepage within 10 business
days of receipt of HTML source code
• Agrees to display the"Video Tour Book"link to be no less than 150 by 400 pixels prominently on the website,www.opalockafl.gov
homepage for the term of this agreement
• In the event contract signatory changes,the City of Opa-Locka agreement shall remain valid until the agreed upon expiration date
• Provides eLocalLink exclusive streaming video rights for the program described herein only

CGI Communications, Inc. has entered into a partnership with the US Conference of Mayors to launch the technology that CGI has
developed for Streaming Video applications on the internet. As a result of this partnership, the City of Opa-Locka has been presented
with the opportunity to receive a fully produced, NO COST Community Video Showcase program to be placed on your City's website.
Our Streaming Video Tour Book is an invaluable tool for the City of Opa-Locka to enhance its website by adding a video welcome

videotape the necessary footage to fully produce the Welcome video PLUS 5 additional community highlight videos on topics such as

anyone in the world with an email address. The video's will not come in as an attachment or a download, they will automatically buffer
and play for the end user.Whether it be a recruiter,site locator,future resident, or visitor you will now have a powerful and cutting edge
way to answer all questions about your community! In addition the City of Opa-Locka will be able to track video viewership on their
website though our SmartlrackTM technology. Our innovative tracking technology show's you not only which video has been viewed and
when, but also what community it was viewed from, allowing the City to further tailor there website to meet the individual needs of the
end user.

In addition to the videos we will produce for and about your community, we will also provide your local business community with the

RE: Community Video Tour Book
The National League of Cities has partnered up with CGI Communications of Rochester NY to provide
local cites with a community video tour book to be placed on the City site for additional exposure and
marketing. CGI communications offers this at no cost to the City as it will attempt to sell sponsorships to
local business.The entire video production is done by CGI Communications from script writing content
consultation,filming, and final editing. The City of Opa-locka will not assume any cost or liability as
explained in the contract. The City will need to comply with a few requests that are listed in the
attached contract. I feel this is something that is very beneficial to the City and will further showcase
the "Great" City of Opa-locka.
