1. Ca11 to Order. The meeting was called to order at 7:00 PM in Room 211.
2. Acceptance of Minutes - January 20, 2011. The Minutes were not provided.
3. Appointments. There were no appointments scheduled.
4. Old Business.
A - Proposed well regulations. Mr. Gates stated section 5.2.10 isn't needed
anymore. A brief discussion and clarification was held regarding section
5.6.3. A note was added to section 5.8.4 for clarification purposes. Mr. Gates
stated he reviewed the entire document and it looks good to him. Dr. Wright
moved to accept the changes noted above and to accept the new Well
Regulations. Mr. Lawler seconded the motion and all members voted in
favor. Mr. Gates stated they need to publish a summary of the changes that
were made to the Regulations. He stated it would make sense that the new
Regulations effective date coincide with the date it will be published in the
newspaper. Mr. Wirtanen stated he would try and have it published before the
next Board meeting.

B - Proposed Regional Coalition Application for Public Health funding. Mr.
Wirtanen stated they are on a progress path for a shared health district in FY
13. He stated there is a Metrowest Grant that has money available to help
support a district. He stated the Regional Nursing RFP is split and he will get
more information for the Board at the next regionalization meeting. Mr.
Lawler gave an update on the public health departments and the move towards
regionalization for the audience. Mr. Lawler stated his opinion is that a
smaller collaboration of similar towns seems more beneficial than a large
group of towns spread out. Mr. Wirtanen agreed and stated they should focus
on the town's more direct neighbors. He had drafted a letter for the Board's
approval dealing with a request to join a Town of Acton proposal. Dr. Wright
stated the language was a little strong and it should be changed to say that the
Board isn't interested in forming a Public Health District with the Town of
Acton at this time. Dr. Wright made a motion to send the letter with the noted
change. Mr. Lawler seconded the motion and all members voted in favor.

C - Update on Metrowest Community Health Care Foundation Grant and Nursing
Service Request for Proposals. Mr. Wirtanen stated they are meeting next
week to discuss the spilt proposals they received. He gave a brief overview of
the Grant and Request for Proposals for the audience.

5. New Business.
AA - Proposed Tobacco Bylaw - beFree Coalition. Mr. Wirtanen stated he
spoke with School Resource Officer Phil Powers. Mr. Gates stated the
coalition presented the BOH draft Regulations to the Board of Selectmen
and stated that the BOH would be enforcing the Regulations. Mr.
Wirtanen stated the BOH discussed this matter 9 months ago and
determined at that time that it should be a bylaw, not a BOH regulation
and that it should have more input from the Town. Dr. Wright stated he
feels the BOH should support the discouragement of underage tobacco
use, but they don't feel as though they are in the position to enforce the
draft regulations that the Police are the ones with the recourse. Mr. Gates
stated at the least they should recommend removing the reference to MGL
Chapter 111 Section 31 and stated that the BOH will not be the party
responsible for enforcement. It was determined previously that the BOH
would not be pursuing it as a regulation, but they would review any draft
bylaw the coalition wanted them to. Dr. Wright asked what they have for
current tobacco regulations and Mr. Wirtanen stated it mostly deals with
the sale of tobacco. Mr. Gates stated it seems to be beyond the limits of
the perceived authority of the BOH.

BB - Correspondence. Mr. Wirtanen stated he would have the final results of
the tobacco compliance check at the next meeting. Mr. Wirtanen stated
there are some proposed changes regarding beaver and muskrat trapping
that will be in front of the legislature shortly. Mr. Wirtanen stated the next
Emergency Preparedness Coalition meeting is scheduled for 2/10/11. Mr.
Wirtanen stated he gave the Board a copy of a letter from DPH regarding
the MAVEN disease reporting system. Mr. Wirtanen stated that Mary
Pratt had given him an article regarding the new CSX depot in
Westborough and how it may affect Hopkinton.

CC - Other. Mr. Wirtanen stated he has started preparing for this years seasonal
food events. He stated the fees seem quite high and was hoping the Board
would consider revising them. Dr. Wright was concerned that lowering
the fees for the Farmer's Market wouldn't be fair without also lowering the
fees for the Marathon, Poly Arts, etc. as well. The Board decided to
review fees at their next meeting.

DD - Other (2). Three Mass College of Pharmacy Students attended the
meeting. The Board and the students held a question and answer session
regarding public health concems and the Town of Hopkinton.
