AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH JC INDUSTRIES
FOR THE JEFFERSON CITY ANIMAL SHELTER.
WHEREAS, JC Industries has become the apparent lowest and best bidder on the
Jefferson City Animal Shelter project;
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF
JEFFERSON, MISSOURI, AS FOLLOWS:
Section 1. The bid of JC Industries is declared to be the lowest and best bid and
is hereby accepted.
Section 2. The Mayor and City Clerk are hereby authorized to execute an
agreement with JC Industries for the Jefferson City Animal Shelter project.
Section 3. The agreement shall be substantially the same in form and content as
that agreement attached hereto as Exhibit A.
Section 4. This Ordinance shall be in full force and effect from and after the date
of its passage and approval.

PAST PERFORMANCE:
J C Industries, Inc. has been awarded projects in the past and has completed them as
specified and bid.
RECOMMENDATION:
Staff recommends award of the bid to the lowest and best bid meeting specifications, J C
Industries, Inc. of Jefferson City, Missouri. The recommended award includes the base bid and
alternates 1, 3, 9, 10 and 13 for a total contract amount of$1,974,500.00.

Public Works has completed a review of the bids opened at 1:30 P.M. on June 7, 2011 for the
above noted project. As part of the review all the bids were tabulated to check for math errors
and to compare unit price quotes of the various contractors. Attached to this memo is the
tabulation of the six (6) bids that were received for the project.
Based on our review, we recommend acceptance of the base bid and alternates 1, 3, 9, 10, and
13, from the low bidder J.C. Industries, Inc., PO Box 104567, Jefferson City, MO 65110-4567.
The total amount of the contract will be $1,974,500.00.
The project will be expensed as follows:
