Resolution No. 10-8121
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, TO AUTHORIZE THE
CITY MANAGER TO TAKE THE NECESSARY STEPS TO
ALLEVIATE THE FLOODING THAT OCCURS ON
NORTHWEST 131ST STREET AND 32ND AVENUE(INGRAM
TERRACE APARTMENTS), AND THE AREA OF
NORTHWEST 133RD STREET AND 42ND AVENUE;
PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Opa-locka desires a solution to the
flooding that occurs on Northwest 131st Street and 32nd Avenue and Northwest 133`d Street and 42nd
Avenue; and
WHEREAS, the City Commission desires to authorize the City Manager to take the
necessary steps to alleviate the flooding problem on Northwest 131st Street and 32"d Avenue, and
Northwest 133rd Street and 42nd Avenue:
NOW,THEREFORE,BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA-LOCKA,FLORIDA:
Section 1. The recitals to the preamble herein are incorporated by reference.
Section 2. The City Commission of the City of Opa-locka hereby authorizes and directs
the City Manager to find a solution to alleviate the flooding problems that occur at 13151 Street and
32nd Avenue (Ingram Terrace Apartment), and Northwest 133rd Street and 42nd Avenue.

Section 3. This resolution shall take effect immediately upon adoption.

Drainage Improvements
NW131ST from NW 32nd Ave to NW 31 Ave
The City of Opa-locka desires to improve drainage along NW1315L Street.The work will include
installation of concrete catch basins,construction of french drain,sidewalk,swale improvements and
asphalt repair.Prices are to include for labor only.City will supply concrete,concrete drainage
structures,drain pipe,filter fabric,asphalt,rock,crushed rock and sod. Contractor will be responsible
for all other minor materials such as formwork for sidewalk,to complete the job satisfactorily.
Equipment and small tools will not be provided.Restoration of damaged areas will be included in the
price.Contractor will be responsible for securing all locates before construction.
The following specifications will be adhered to:
• Drainage:
French drains will be constructed as per MDWASD standards.See attached sketch
• Concrete Structures:
Structures are to be placed at the specified locations with top grate at a minimum finished elevation
of 4 inches below the edge of pavement.
• Swale:
Swale reconstruction is on both sides of the road.A valley shaped swale is to be constructed at a
slope of 1:2.The swale is to be grassed after final shaping.
• Roadway:
At specified locations remove asphalt and reshape roadway base with limerock.A minimum of 8
inches of existing base will be removed and re-compacted to achieve a minimum 96%modified
proctor density. On approval of the base layer,apply tack coat,place and compact 2.5 inches of
asphalt concrete for the final wearing course.Final grade of roadway repair will be adjusted to
match existing.
• Sidewalk
Restore concrete sidewalk to match existing.Sidewalk should be 5 feet wide and 4"thick.Specified
concrete strength is 3000 PSI.
