W H E RE A S , in recent years, the Village of Key Biscayne (the "Village") has experienced an increase in sargassum seaweed blooms on its beach; and WHEREAS, the Village's beach is an essential part of the community and economy of the Village; and WHEREAS, a mass of sargassum seaweed, spanning more than 5,000 miles, is currently floating toward the shores of Florida and other coastlines throughout the Gulf of Mexico; and WHEREAS, when sargassum seaweed accumulates on beaches, it emits a hazardous gas that may cause respiratory problems, unpleasant odors, and damage to marine life; and WHEREAS, the presence of sargassum seaweed can have a deleterious effect on the tourism industry and impede visitors' and residents' enjoyment of the natural beauty of the beach;and WHEREAS, it is extremely costly to remove sargassum seaweed blooms from the Village's beach; and WHEREAS, additional research is needed to determine the exact cause of the increased sargassum seaweed blooms affecting the Village and the State of Florida; and WHEREAS, the Village Council urges the United States Congress and the Florida L e g is la tur e to (1) appropriate funds for sargassum seaweed removal from the Village's beach, (2) study the origin and causes of the increased sargassum seaweed blooms, and (3) research alternative methods of disposing sargassum seaweed; and W HERE AS, the Village Council finds that this Resolution is in the best interest and welfare of the residents of the Village. NOW , THEREFORE , BE IT RE SOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS: Section 1. herein by reference. Section 2. Recitals. That the above recitals are true and correct and are incorporated Urging. That the Village Council hereby urges the U.S. Congress and Florida Legislature to (1) appropriate funds for sargassum seaweed removal from the Village's beach, (2) study the origin and causes of the increased sargassum seaweed blooms, and (3) research alternative methods of disposing sargassum seaweed. Section 3. Transmittal. That the Village Clerk is directed to transmit a copy of this Resolution to Congresswoman Maria Elvira Salazar, Senators Marco Rubio and Rick Scott, the Miami-Dade County Legislative Delegation, and the Miami-Dade County League of Cities. Section 4. adoption. Effective Date.
