Orleans Renewable Energy Committee

Chair Jim Hungerford called the meeting of the Orleans Renewable Energy Committee to order at 5:01
in the Skaket Meeting Room at the Orleans Town Hall.
Present: Paul Cass, Victor Noerdlinger,David Abel , Chris Galazzi,Jim Hungerford
Liaison Representatives: Jon Fuller
Absent: Paul Rooker
Chair Jim Hungerford began the meeting by remembering Dave Hubbard. Dave was the OPEC secy for
6 years and was a very dedicated member of the committee. He will be missed.
There was some discussion about the announcement that G&S Installers will be taking over the
financing and installation of"some"of the CVEC Phase Two projects. The Orleans Landfill is one of
these projects. This raises some other questions, which have been conveyed to Liz Argo of CVEC:
Will G&S have to re-bid the Broadway Electric projects?
If the Orleans BOS are not comfortable with the CVEC plan, can Orleans be released from the contract
with CVEC ?
CVEC management have been asked to attend a BOS meeting in early March to answer questions about
the G&S take over of the Broadway Electric projects and also to provide financial data on the new
"offtaker"proposal from CVEC.
If the BOS are satisfied with the new CVEC offers after the early March meeting, ORL will need to
sign a new LOI with CVEC for an extended contract and a PPA. This will require placing an article in
the town warrant for either the Special Meeting or the Annual Meeting,to be held on 5/12/14.
The above article will need to be available on or about 4/15/14.
Due to the uncertainty of the CVEC Landfill project and the desire by Orleans to develop its own solar
project in the watershed,the committee approved a motion to solicit RFI's from a group of qualified
installers. This motion was approved 5-0-0. The RFI's will enable Orleans to do the following:
Determine the outside interest in helping us build two solar PV array projects.
Determine the"budgetary costs" and schedule for these two projects.
Not all items listed may In fact be discussed and other items not listed may also be brought up for discussion to the extent permitted by law.

Paul Cass gave the committee an update on the preparations and advertising for the showing of the
movie Switch"at the library on 2/19/14. We are all looking forward to a good turnout for the movie.
Paul did an excellent job on this project.
The minutes from 1-23-14 were approved by a vote of 4-0-0
The meeting was adjourned at 6:06 PM
