HomeMy Public PortalAbout2010.092 (05-04-10)RESOLUTION NO. 2010.092 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A CONTRACT TO CONDOR INC., AS THE LOWEST RESPONSIBLE BIDDER, IN THE AMOUNT NOT TO EXCEED $457,000 FOR THE LYNWOOD NATATORIUM POOL SYSTEM REHABILITATION PROJECT, PROJECT No. 4011-67-898; FY 2009- 2010; AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO MAKE THE NECESSARY FUNDS APPROPRIATION AND TRANSFER WHEREAS, staff found that the majority of the equipment used for maintaining the pool's water quality is in need of replacement or major repair; and WHEREAS, after starting the design process and after various detailed inspections of the Natatorium facilities by City engineering staff and our consultant; it became apparent that the scope of work would have to be expanded in order to successfully rehabilitate the Natatorium; and , WHEREAS, On November 17, 2009, staff described the condition of the pool and its filtration system to City Council; and WHEREAS, the City Council of the City of Lynwood adopted the contract documents for said project on March 16, 2010, and Public Works staff advertised the project on April 1, 2010; and WHEREAS, twelve (12) contractors received project plans and contract documents and Five (5) contractors submitted bids and are as follows; and RANK CONTRACTOR ~ BASE $ID ' ~ Condor Inc $457,000 2 Nadar Inc. $514,000 3 South Coast Pool Plasterin $514,800 4 California Commercial Pools $591,300 5 A.J Fistes Cor $599,000 WHEREAS, the bid opening took place in the Office of the City Clerk on April 22, 2010, and that the Director of Public Works / City Engineer has ascertained that Condor Inc., was the apparent lowest responsible bidder for its base bid of $457,000; and ~ WHEREAS, a reference check has revealed that this contractor has the , necessary experience for this type of project; and ~ r .,+ yy~; ~ i WHEREAS staff has identified the Im act Fee Fund as'~a fundin ~~~' ''" '~ , p g~source- that can be used to complete the current Natatorium Pool System Rehabilitation. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: Section 1. The Department of Public Works of the City of Lynwood has determined that said project is in accordance with the California Environmental Quality Act (CEQA) and is categorically exempt pursuant to section 15301 (C) of the CEQA guidelines pertaining to statutory exemption. Section 2. That the contract for the Natatorium Pool System Rehabi~itation Project, FY 2009-2010, be awarded to Condor Inc., for its total bid of $457,000. " Section 3. That the Mayor is authorized to execute the Agreement between the City of Lynwood and Condor Inc. in a form approved by the City Attorney. Section 4. That an additional $207,250 needed to complete the construction project shall be loaned from the Impact Fees Fund and paid back at 2% interest from any future Recreation apportionment of Impact Fee earnings. Section 5. That the City Manager or his designee is authorized to make the following funds appropriation and transfer: From To Impact Fee Fund Natatorium Rehabilitation Project, Pool System Project No. Project No. 4011-67-898 $207,250 $207,250 Section 6. That this Resolution shall take effect immediately upon its adoption. Section 7. The City Clerk shall certify as to the adoption of this Resolution.
