HomeMy Public PortalAbout2010.089 (05-04-10)RESOLUTION NO. 2010.089 A RESOLUTION OF THE CITY OF COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE CITY MANAGER TO DEVELOP AND IMPLEMENT A PILOT STREAMLINED PROCESS FOR APPROVING FILMING PERMITS WHEREAS, by attracting and retaining film production the local economy directly benefits for the increased local revenues, temporary jobs, use of otherwise unused facilities and use of local services and supplies; and ~ WHEREAS, film development can allow the City to revive its eco.nomy and use,of closed factories or warehouses; and - :.~';~~ '~, .~~~,.; ,~:' ';_.~ ° _ "~~ ~~~ ` ~_.. ~, , ~~. - } . , ~ WHEREAS, the impact of location filming 'on local businesses can be considerable, pumping dollars into the local community when filming occurs; and WHEREAS, a pilot streamlined permitting process provides incentives for filming companies and allows the~ City to evaluate its permitting process for improvements before an ordinance is changed. _ , NOW, THEREFORE THE MEMBERS OF THE LYNWOOD CITY COUNCIL DOES HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS: Section 1. The City Council authorizes the City Manager to develop and implement a pilot streamlined process for approving filming permits. Section 2. Under this pilot program, the City Council authorizes the City Manager or his designee to issue, conditionally issue, or not issue a permit for interior or exterior filming including filming in public or private property, public right-of-way, facility or residence for the purpose of filming. Section 3. The City Council directs the City Manager to bring back a proposed ordinance, rules and regulations governing the form, time and location of any film activity within the Cify and procedures for the issuance of permits that take into account the following criteria: 1) the health and safety of all persons, 2) mitigation of disruption to all persons within the affected area; 3) safety of property within the City; and 4) traffic congestion at particular locations within the City. Section 4. The City Clerk shall certify to the passage and adoption of this Resolution. PASSED, APPROVED and ADOPTED this 4t" day of March 2010. ~~~~Gc~ Maria .
