1. CALL TO ORDER/ROLL CALL OF MEMBERS: The m eeting w as called to order

2. PLEDGE OF ALLEGIANCE: C hairm an R asco led the Pledge of A llegiance.
3. APPROVAL OF MINUTES: V ice M ayor C aplan m ade a m otion to appro ve the m inutes
of the A pril 4, 2023 L ocal Plann ing A gency M eeting. The m otion w as seconded by
C ouncilm em ber V azquez and appro ved by a 6-0 voice vote. T he vote w as as fo llow s:
C ouncilm em bers M cC orm ick , M oss, Sardinas, V azquez, V ice M ayor C aplan, and C hairm an
R asco votin g Y es.
4. ORDINANCE: A public hearing and recom m endation of the V illage C ouncil sitting as
the Local Plann ing A gency on the fo llow ing pro posed ordinance.
AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, ADOPTING THE
EVALUATION AND APPRAISAL REPORT-BASED AMENDMENTS TO THE
COMPREHENSIVE PLAN; PROVIDING FOR TRANSMITTAL; PROVIDING FOR
CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN
EFFECTIVE DATE.
V ice M ayor C aplan m ade a m otion to recom m end the adoption of the pro posed ordinance to the
May 9, 2 0 2 3
Council as it is consistent with the Master Plan. The motion was seconded by Councilmember
Sardinas.
The Attorney addressed the Council regarding the proposed ordinance and meeting procedures.
The Chairman opened the public hearing. There were no speakers present. The Chairman
closed the public hearing.
The motion to recommend the proposed ordinance to the Village Council as it is consistent with
the Master Plan was approved by a 6-0 roll call vote. The vote was as follows: Councilmembers
McCormick, Moss, Sardinas, Vazquez, Vice Mayor Caplan, and Chairman Rasco voting Yes.
4. ADJOURNMENT: The meeting was adjourned at 6:21 p.m.
