Date of Adoption ' AUTHORIZING A PROFESSIONAL SERVICES CONTRACT \VITH CME ASSOCIATES, RE: DESIGN PHASE SERVICES FOR THE CORNELL ESTATES PROJECT FOR ADDITIONAL DRAINAGE AT STIMA AVENUE & SCZURKA PLACE WHEREAS, the Borough of Carteret is in need of professional design phase services for the Cornell Estates Project for additional drainage at Stlma A yenue and Sczurka Place; and WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731, possesses the requisite experience and expertise to provide said services; and 'VHEREAS, CME Associates has submitted a proposal to provide said services at a total cost not to exceed $10,000.00; and 'VHEREAS, the Mayor and the Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council ofthe Borough ofCarteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from GME Associates for design phase services for the Cornell Estates Project for additional drainage at Stima Avenue and Sczurka Place, at a total cost not to exceed $10,000.00 is hereby approved, 2. TIllS action is approved as an award of a professional services contract pursuant to N.J.S,A 40A:1l-5(1)(a) awarded pursuant to the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department and CME Associates. In lieu of recent storm sewer improvements in Cornell Estates as per plans prepared by T&M Associates, an upstream area in the vicinity of Stima Avenue and Sczurka Place experienced significant flooding during the rain event this past weekend, Recently upgraded portions of the storm sewer network downstream have been recognized as a solution to the flooding problem experienced. Our office proposes to expand the scope of the storm sewer improvement project at Cornell Estates which is currently underway to encompass existing facilities at Stima Avenue and Sczurka Place. The drainage upgrades include the installation of approximately 850 linear feet of pipe, ranging from 18-inches to 24-inches in diameter. Although most of the pipe is going to be installed within the various roadways, it is our understanding that a section of existing 15-inch reinforced concrete pipe is going to be removed and upgrade within an existing easement through residential properties, It is assumed this existing easement is wide enough to facilitate the future pipe, trench, stockpile and required construction equipment, and no further easement will be necessary, Our preliminary construction cost estimate for said improvements totals $100,000,00. We propose to provide the following services: Desiqn Phase Services . Perform site investigation of existing cO(l,ditions and drainage characteristics. . Determine existing drainage areas and develop hydraulic and hydrologic models to identify cause of flooding. ' . Design the upgraded storm sewer piping network in the affected areas, .
