W H E RE A S , the Village of Key Biscayne ("Village") is in need of four new vehicles to facilitate the provision of the Police Department's day-to-day operations; and WHEREAS, specifically, the Village desires to purchase four 2024 Ford F-150 Police Responder Crew Cab 4WD XL Vehicles (collectively, the "Vehicles"); and WHEREAS, the type of purchase contemplated by the Village has been competitively bid by Sourcewell, a service cooperative created by the Minnesota legislature as a local unit of government, which has entered into Sourcewell Contract No. 2024 091521-NAF ("Sourcewell Contract") with Alan Jay Automotive Management, Inc. d/b/a Alan Jay Fleet Sales, as an approved associate dealer of National Auto Fleet Group (the "Vendor"); and WHEREAS, in accordance with Section 2-86 of the Village's Code of Ordinances, the Village Council seeks to authorize the Village Manager to purchase the Vehicles from the Vendor consistent with the Sourcewell Contract and the Vendor's quote, attached hereto as composite Exhibit "A" (the "Quote"), as the pricing offered pursuant to the Sourcewell Contract is in the Village's best interest; and WHEREAS, the Village Council desires to authorize the Village Manager to identify four vehicles (the "Surplus Vehicles") that have become obsolete, have outlived their usefulness, have become inadequate for the public purposes for which they were intended, or are no longer needed for public purposes in light of the purchases authorized by this Resolution, and to sell or otherwise d isp o se o f th e S u rp lu s V e h icl e s; an d WHEREAS, the Village Council finds that this Capital Project Authorizing Resolution is in the best interest and welfare of the citizens of the Village. NOW, THEREFORE, BE IT RE SOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA AS FOLLOWS: Section 1. Recitals. That each of the above-stated recitals are hereby adopted, confirmed, and incorporated herein. Section 2. Approval of Purchases. The Village Council hereby approves the purchase of the Vehicles from the Vendor. Section 3. Authorization for Purchase of Vehicles. The Village Council hereby authorizes the Village Manager to purchase the Vehicles consistent with the terms and conditions of the Sourcewell Contract and the Quote attached hereto as composite Exhibit "A," in an amount not to exceed $235,000. Section 4. Authorizing the Identification and Sale or Disposition of Surplus Property. The Village Manager is authorized to identify four Surplus Vehicles that have become obsolete, have outlived their usefulness, have become inadequate for the public purposes for which they were intended, or are no longer needed for public purposes. The Village Manager is further authorized to sell or dispose of the Surplus Vehicles by public auction or other procedure determined by the Village Manager to be in the best interests of the Village. Any surplus property items acquired by the Village pursuant to governmental grant programs shall only be disposed of in accordance with procedures and criteria applicable to such grant programs. Section 5. Implementation.
