Rol!call: 2. Approval of Agenda: Trustee Soles moved, and Trustee Waldow seconded the motion to approve the Agenda. Motion carried: 6-0. 3. Fraser River Corridor Master Plan Presentation Presentation of the Fraser River Corridor Master Plan by THK Associates, Brandon Parsons 4. Consent Agenda: a) Minutes — November 15, 2017 b) Directing the Town Manager to execute contracts/agreements with the following agencies and entities as provided with the 2018 Budget: 1) Resolution 2017-12-01 NWCCOG for GIS Services 2) Resolution 2017-12-02 Double Diamond Data for IT Services c) Directing the Town Manager to execute leases/licenses for Town property with the following individuals and/or entities: 1) Resolution 2017-12-03 Dale Booth, 105 Fraser Avenue 2) Resolution 2017-12-04 Cory Rees, 200 Eisenhower 3) Resolution 2017-12-05 Fraser Valley Metropolitan Recreation District, Fraser Historic Church 4) Resolution 2017-12-06 Sharky's License Agreement 5) Resolution 2017-12-07 Rendezvous License Agreement d) Naming the following Town Officials: 1) Designate Chief of Police Glen Trainor as Emergency Response Authority Page 2 of 3 e) Resolution No. 2017-12-08 Renewing the Town's Three Mile Plan, as recommended by the Fraser Planning Commission and as authorized and required by Colorado State Statutes. Trustee Miller moved, and Trustee Quinn seconded the motion to approve the consent agenda. Motion carried: 6-0. 5. Public Hearing a) Regarding Adoption of Building and Related Codes by Reference Trustee Quinn moved and Trustee Waldow seconded the motion to reopen the public hearing regarding Adoption of Building and Related Codes by Reference. Motion carried: 6-0. Tom Hawkinson, Fraser Building official, addressed the Town Board. Trustee Meyring moved and Trustee Quinn seconded the motion to close the public hearing regarding Adoption of Building and Related Codes by Reference. Motion carried: 6-0. Trustee Miller moved, and Trustee Quinn seconded the motion to approve Ordinance 450- 2015 Building Code Adoption. Motion carried: 6-0 b) 2018 Budget Trustee Quinn moved and Trustee Meyring seconded the motion to reopen the public hearing regarding the 2018 Budget. Motion carried: 6-0. Town Manager, Jeff Durbin addressed the Town Board Trustee Soles moved and Trustee Quinn seconded the motion to close the public hearing regarding the 2018 Budget. Motion carried: 6-0. 6. Discussion and Possible Action Regarding b) Resolution 2017-12-09 Summarizing Revenues and Expenditures for Each Fund and Adopting the 2018 Budget c) Resolution 2017-12-10 Levying Property Taxes for the Year 2017 to Help Defray the Costs of Government for Fraser for the Budget Year 2018. d) Resolution No. 2017-12-11 Appropriating Sums of Money to Various Funds and Spending Agencies, in the Amount and for the Purpose as Set Forth Below for Fraser for the Budget Year 2018 e) Resolution No. 2017-12-12 Adopting the Police Budget for 2018 f) Resolution No. 2017-12-13 Adopting the Winter Park/Fraser Building Department Budget for 2018 Page 3 of 3 Trustee Soles moved, and Trustee Miller seconded the motion to approve Resolution 2017-12-09 Summarizing Revenues and Expenditures for Each Fund and Adopting the 2018 Budget, Resolution 2017-12-10 Levying Property Taxes for the Year 2017 to Help Defray the Costs of Government for Fraser for the Budget Year 2018, Resolution No. 2017-12-11 Appropriating Sums of Money to Various Funds and Spending Agencies, in the Amount and for the Purpose as Set Forth Below for Fraser for the Budget Year 2018, Resolution No. 2017-12-12 Adopting the Police Budget for 2018, and Resolution No. 2017-12-13 Adopting the Winter Park/Fraser Building Department Budget for 2018 Motion carried: 6-0 g) Resolution No. 2017-12-14 Authorizing Execution of a Memorandum of Understanding with Headwater Trails Alliance h) Resolution No. 2017-12-15 Authorizing Execution of a Winter Trails Grooming Memorandum of Understanding Trustee Soles moved, and Trustee Meyring seconded the motion to approve Resolution No. 2017-12-14 Authorizing Execution of a Memorandum of Understanding with Headwater Trails Alliance and Resolution No. 2017-12-15 Authorizing Execution of a Winter Trails Grooming Memorandum of Understanding. Motion carried: 6-0 i) Resolution 2017-12-16 Authorizing Execution of Pedestrian Safety Improvements Project Intergovernmental Agreement Trustee Miller moved, and Trustee Soles seconded the motion to approve Resolution 2017-12-16 Authorizing Execution of Pedestrian Safety Improvements Project Intergovernmental Agreement.
